Qualification

  • Bachelor's Degree in computer sciences/ social sciences/Project management or any relevant field.   
  • Minimum 4-5 years of relevant experience with International NGO or related work in monitoring and evaluation in development sector.
  • Good knowledge of technical principles and concepts in MEAL in emergencies.
  • Knowledge of program design requirements and regulations of major donors
  • Knowledge of project design and proposal development
  • Knowledge of latest technological tools that have the potential to be applied in MEAL
  • Experience of designing and data collection for PDMs, baseline,end-line, KAP/knowledge retention.
  • Experience of managing and tracking KPIs’ data-sets.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Good oral and written communication skills in English language, and regional language(s) is mandatory.
  • Advance use of MS Office complete suit.

Position Objective

The MEAL/IM Officer  is responsible for implementing and strengthening of the MEAL and IM systems of ACF Pakistan mission.

S/he is responsible for providing support in:

  • The development and execution of MEAL plans; development and/or adaption of MEAL tools; documentation and dissemination of key learnings from MEAL and track results in support of the project objectives and outcomes; and ensuring  FCM SoPs .
  • The MEAL/IM Officer  undertakes this role in close collaboration with MEAL, IM and Research, program staff and partners.
  • S/he will be responsible to support in design and execute PDMs, baseline , endline, and beneficiaries verifications and validations, support IM associate, MEAL and IM officer  to create and update the information management database , in addition to data cleaning and analysis to feed the reporting requirements and to participate the best quality of programming.

 

 

Mission 1: Data Collection

The MEAL/IM Officer is responsible for:

  • Proactively engage with the partners to compile information on their activities, updating the related database;
  • Review incoming data for completeness and consistency and advise the project team on the tools for improving data logging, entry and processing.
  • Manage the program curated database (monitor quality of information to be shared according to the information sharing protocol)
  • Implement ACF MEAL Framework and MEAL Plan,
  • Help the project team and partners to build their capacity in efficient data collection and management processes.
  • Provide the sector partners with the updated MEAL Plan/KPs and receive monthly reports against them.
  • Support and ensure that each of the projects within thematic area is covered by a quality MEAL plan.
  • Support in developing and amending the needed tools for MEAL (Observations, PDMs, Baseline/Endline, Studies, surveys…etc.)
  • Support partners to effectively complete tool for measuring quality benchmarks.
  • Support consistent and systematic integration of MEAL issues into the project (identification of gaps in the implementation and facilitating identification of solutions to enhance quality implementation
  • Support MEAL & IM Manager, MEAL officer, partners’ training on remote monitoring tools and quality benchmarks.

Mission 2: Data Analysis and use

The MEAL/IM Officer is responsible for:

  • Be the primary focal point with partners for data management, developing and maintaining information databases in addition to the conducted Monitoring and Evaluation tools.
  • Become the primary analyst for weekly data, monitoring trends and highlighting concerns.
  • Support coordination, analysis and draft findings for the project technical surveys as well as multi sector assessments, generic surveys and evaluations as needed. 

Mission 3: Visualization/ Reporting

The MEAL/IM Officer ECHO-09 is responsible for:

  • Coordinate with SPM and MEAL & IM Manager to review weekly/monthly data submissions from partner team, including MEAL plans per partner as well as project achievement tools.
  • In collaboration with MEAL & IM Manager, provide monthly analysis and reporting against the needed regular requirements with appropriate set of recommendations to the project/program management as a part of the Learning process.
  • Develop analysis and top line reports for to be communicated with internal and external stakeholders.
  • Support the sector team(s) in donor reporting with accurate figures

Mission 4: Evaluation and Assessment

The MEAL/IM Officer is responsible for:

  • Support MEAL & IM Manager, in conducting baseline, end-line, PDM surveys for ACF.
  • In coordination with MEAL unit support partners in situation analysis (study methodology, tools and approaches) and need assessment for the new project/program development.
  • In coordination with MEAL unit support for conducting mid-term as well as final project evaluations as per the requirement

Mission 5: Partnerships

The MEAL/IM Officer is responsible for:

  • Support partners in developing coherent DIPs, tracking sheets, progress reports have meaningful participation in Project Review Meetings, etc.
  • Conduct periodic review of project plans to identify bottlenecks and the ways those bottlenecks could be addressed
  • Contribute to the improvement of effective system for complaints handling and response mechanisms at the projects level for partners.
  • Support partner in maintaining effective information sharing mechanisms as per information sharing protocol
  • Support training on beneficiary accountability and feedback mechanism
  • Contribute to improvements in partner’s accountability system and procedure

Mission 5: Learning 

The MEAL/IM Officer is responsible for:

  • Assist ongoing learning activities e.g. consolidated routine learnings/findings. After Lesson Learnt Review workshops, prepare lessons learnt and best practices report.
  • Support generating quality learning through evaluations’ reports, monitoring report, researches, partner’s visits, accountability system and document learnings.
  • Promote learning culture throughout sharing and utilization of learning during project.
  • Collect relevant data, information documents (reports, project plans and proposals, M&E plans, data and information) information and ensure proper and systematic storage and filing.

Mission  6--: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

The MEAL/IM Officer is responsible for:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

  • Strong data collection and research skills and ability to interpret and analyze data.
  • Strong communication skill (Verbal & Writing)
  • Excellent report writing skills.
  • Good relationship management skills with ability to work collaboratively as part of a multidisciplinary and multicultural teams
  • Strategic, analytical, problem-solving and systems thinking capacity and skills
  • Proactive, resourceful and results-oriented
  • Proficient in MS Office packages (Excel, Word & Access) Web Conferencing Applications, knowledge-sharing networks
