Founded in 1994, Acted is a non-governmental organization with headquarters in Paris, France. Independent, private and not-for-profit, Acted respects principles of strict neutrality and impartiality in its decisions, and operates according to non-discrimination and transparency principles. Acted endeavors to respond to humanitarian crises and build resilience; promote inclusive and sustainable growth; construct effective governance and support the building of civil society worldwide by investing in people and their potential. In Pakistan, Acted has been active since 1993 and has provided assistance across all provinces to an estimated 6.9 million people. The assistance has included emergency response to meet the immediate and live-saving needs of natural disaster and complex emergency affected households, as well as recovery and development support in the form of education and livelihoods promotion and assistance.
Acted is implementing a project as implementing partner titled "Radio Education: Promotion of Learning through Radio in Isolated Areas of Pakistan" being implemented by Acted in Pakistan. The project aims to enhance access to education for schools, communities, and youth in marginalized areas through Radio educational programmes, improving their learning skills. Based on the national curriculum, these programmes use an Interactive Radio Instruction (IRI) approach, focusing on educational content related to Education for Sustainable Development (ESD), Global Citizenship Education (GCED), environmental awareness, and tangible and intangible cultural heritage. The content aligns with the broader framework of Sustainable Development Goal (SDG) 4.7, empowering learners to play active roles in building peaceful, tolerant, inclusive, and secure societies. The Radio programmes employ activity-based learning methods to disseminate knowledge on Climate Change, GCED, ESD, and tangible and intangible cultural heritage practices and highlight the role of culture in sustainable development.
Pakistan is endowed with diverse heritage landscape that includes both tangible assets (e.g., archaeological sites, monuments, traditional architecture) and intangible cultural expressions (e.g., oral traditions, performing arts, rituals, festivals, and traditional craftsmanship). The importance of cultural heritage has been recognized worldwide and also has been supported by national and international organizations for preservation and projection. Against this backdrop, the project titled "Radio Education: Promotion of Learning through Radio in Isolated Areas of Pakistan" is funded by the Italian Agency for Development Cooperation (AICS) and implemented by UNESCO Pakistan. The project aims to enhance access to education for schools, communities, and youth in marginalized areas through Radio educational programmes, improving their learning skills.
The Radio programmes employ activity-based learning methods to disseminate knowledge on tangible and intangible cultural heritage practices and highlight the role of culture in sustainable development. The project seeks to promote knowledge and understanding of the tangible and intangible cultural heritage of the local areas; and the role of culture for sustainable development, among children and youth, enhancing preparedness for disasters like floods, droughts, epidemics, and other emergencies.
Education plays a pivotal role in safeguarding and transmitting both tangible and intangible cultural heritage (ICH), contributing to identity, diversity, and sustainable development. Integrating cultural heritage into teacher training can empower educators to promote cultural awareness, inclusivity, and intergenerational dialogue.
In line with UNESCO's 2003 Convention on the Safeguarding of the Intangible Cultural Heritage / national cultural education policies, this consultancy will support the development of a teacher training manual that provides pedagogical tools and culturally-responsive strategies for incorporating tangible and intangible heritage into school curricula and teaching practices.
The project seeks to employ a dynamic, dedicated and result-oriented candidate as a Consultant for integration of Cultural Heritage Component for development of 2x training manuals for teachers i.e i. Education for Sustainable Development (ESD) and ii. Global Citizenship Education (GCED).

OBJECTIVES
Key Responsibilities:
1. Conduct a desk review of existing literature, curricula, and training materials on cultural heritage education at national, regional, and global levels.
2. Consult with key stakeholders, including heritage experts, educators, curriculum developers, and cultural institutions.
3. Develop the content framework for the manual, including modules on:
4. Draft and finalize the manual, including facilitator guidance, sample lesson plans, case studies, and classroom activities.
5. Take feedback on both manuals and integrate feedback into the final version.
6. Present the final deliverable, including print-ready and digital versions.

In recent years this has included support for communities affected by floods, earthquakes and the complex emergency; Pillar 2 – Income generation and sustainable livelihoods – ACTED has extensive experience in this sector including market-oriented vocational trainings, basic skills development, as well as on and off-farm livelihood assistance; Pillar 3 – Social cohesion and access to basic services – ACTED improves access to basic services through a range of measures including support for educational institutions, community infrastructure and local governance. Social cohesion is a key component to ensuring equitable service provision. ACTED’s interventions include the establishment of local representation bodies as well as supporting the rights of women, minorities and marginalized groups; Pillar 4 – Environmental protection and community resilience – This pillar aims to mitigate some of the effects of recurrent disasters, climate change and environmental degradation.
