The Revenue Mobilisation, Investment and Trade (REMIT) program, funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI), is a multi-year initiative running from 2021 to 2028. It supports Pakistan in implementing reforms aimed at strengthening macroeconomic stability, promoting sustained economic growth, enhancing job creation, and reducing poverty. REMIT collaborates closely with the Government of Pakistan, including relevant ministries and institutions, to improve revenue mobilization, tackle investment challenges, facilitate trade, and enhance macroeconomic policy management.
Within its macroeconomic governance workstream, REMIT provides targeted assistance to the Ministry of Finance (MoF) in three main areas. These include developing and institutionalizing a Domestic Debt Analytical Tool for the Debt Management Office (DMO) to improve debt forecasting and risk analysis; operationalizing a Climate Budget Tagging (CBT) system to monitor climate-related expenditures under the IMF’s Resilience and Sustainability Facility (RSF); and supporting the implementation of the National Fiscal Pact (NFP), a federal-provincial fiscal reform aligned with the 18th Constitutional Amendment and IMF program. These initiatives require extensive coordination, data management, stakeholder engagement, and technical reporting.
The Associate will play a vital role in maintaining progress across these deliverables by tracking inputs from various technical teams, ensuring clear documentation, and timely delivery of outputs. This position supports the compilation, formatting, and communication of evidence from technical activities for use by the MoF and other stakeholders.
Key Responsibilities
- Track progress and consolidate documentation across Debt Management, National Fiscal Pact, and Climate Budget Tagging activities.
- Draft, edit, and finalize meeting notes, workshop reports, technical memos, and presentation materials.
- Maintain an activity tracker for interlinked deliverables and facilitate coordination between consultants and REMIT team leads.
- Prepare materials for internal and external reporting, including summaries of consultation findings and status briefs for the Ministry of Finance.
- Support formatting and quality assurance of technical outputs such as reports, datasets, and simulations.
- Coordinate logistics and follow-up documentation for stakeholder workshops and meetings.
- Ensure proper version control and file management for evidence products and deliverables.
Required Qualifications
- 3 to 5 years of relevant experience in program coordination, policy research, or development sector support roles.
- Bachelor’s or Master’s degree in economics, public policy, development studies, environmental policy, or a related discipline.
- Proven ability to work across multiple workstreams and manage competing deadlines effectively.
- Strong written communication and documentation skills.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint); familiarity with collaborative tools such as Google Docs and SharePoint is preferred.
- Fluency in written and spoken English.
Preferred Qualifications and Benefits
- Knowledge of public financial management, intergovernmental systems, or climate policy in Pakistan is considered an asset.
The Associate will report directly to the REMIT Team Lead and the Macroeconomic Governance Component Lead. This position requires a level of effort totaling 72 days over a period of four months. Candidates are encouraged to submit a resume of no more than two pages by the specified deadline.
