WaterAid Pakistan is seeking a qualified consultant to conduct the end-of-project evaluation for the "Envisioning and Catalysing PATS Plus for SDG 6 in Pakistan" initiative. This three-year project aims to strengthen sustainable, inclusive, and climate-resilient water, sanitation, and hygiene (WASH) services in Taluka Badin, Sindh Province. The project’s focus includes achieving Open Defecation Free (ODF) status, promoting hygiene behavior change, empowering local institutions, and enhancing government capacity to sustain WASH services. The evaluation will examine the project’s outcomes, effectiveness, relevance, efficiency, impact, and sustainability. It will provide evidence-based recommendations to guide future WASH programming. The consultancy is field-based, requiring travel to communities and government offices in Taluka Badin, and will run from July 25 to September 15, 2025.

Key Responsibilities
Lead the design and implementation of a comprehensive endline evaluation, finalizing methodology and tools in coordination with WaterAid Pakistan. Conduct quantitative and qualitative data collection through surveys, key informant interviews, focus group discussions, document reviews, and field observations. Analyze data using descriptive statistics and thematic content analysis, ensuring triangulation of findings from multiple sources. Assess project achievements against intended outcomes such as ODF status, hygiene behavior change, community-managed water supply, and government capacity strengthening. Evaluate project quality, value for money, transformative change potential, and alignment with WaterAid’s Quality Programme Standards. Prepare and submit an inception report, data collection tools, raw and cleaned datasets, and a comprehensive final evaluation report aligned with WaterAid’s reporting format. Present key findings and recommendations to WaterAid Pakistan’s Senior Management Team and project staff. Ensure all data collection adheres to ethical standards, including informed consent and protection of vulnerable groups.

Required Qualifications
A minimum of five years’ experience leading and managing third-party evaluations and research, preferably in the WASH sector, is essential. The candidate must demonstrate expertise in evaluation methodologies, including mixed-methods approaches that combine quantitative and qualitative data. A proven track record of producing high-quality evaluation reports for international development organizations and government entities is required. Strong knowledge of WASH programming, institutional capacity building, climate resilience, and gender-responsive approaches is necessary. Experience working in Pakistan, with familiarity of the local context and languages—especially Sindhi—is important. The consultant should be capable of designing and implementing data collection tools and managing fieldwork logistics effectively. Excellent analytical, report writing, and presentation skills are also required.

Preferred Qualifications and Benefits
Experience working with WaterAid or similar international NGOs is an advantage. Prior involvement in evaluations of sanitation and hygiene behavior change projects will be highly regarded. The consultant will benefit from close collaboration with WaterAid Pakistan’s technical teams and local partners, gaining insights into innovative WASH interventions and institutional strengthening efforts.

Interested candidates should submit a technical proposal detailing their understanding of the assignment, methodology, CVs of key personnel, and examples of relevant evaluations, along with a separate financial proposal including a detailed budget. The evaluation will be scored based on relevance, experience, methodology, and clarity of the workplan, with a minimum technical score threshold of 70 out of 100. All deliverables must be completed within the specified contract period.
