The IRC had worked in Pakistan since 1980 when hundreds of thousands of refugees crossed the border from Afghanistan in the wake of the Soviet invasion. The IRC continued to support Afghan refugees and their host communities; it responded to the 2005 earthquake, the flood in 2010, COVID-19, the Flood of 2020, and the displacement caused by humanitarian crises, including Afghan Migration. Currently, the IRC is responding the protection and other basic needs of Afghan refugees and their hosts communities mainly in KP and Balochistan through multi sectoral approach.
The IRC protection program in Pakistan seeks to safeguard the rights and well-being of those affected by conflict and natural disasters. The IRC approach to protection aims to increase the impact of its interventions and contribute to the safety and power of the most vulnerable populations in crisis situations, as committed under safety and power outcome areas in SAP 2025. IRC Pakistan’s programming regarding Safety had/has a wide-ranging focus, from safety within homes and schools to safety within the community, especially focusing on displaced women, girls, and children.
With this intervention, the IRC aims to reach primarily the at-risk population of Afghan nationals, including ACC holders, with a specific focus on those taking refuge in the identified districts of Punjab (Lahore, Rawalpindi, Attock) and Islamabad Capital Territory (ICT). The IRC will focus on individuals and groups at higher risk of protection within this population due to their demographic profile, legal status, and other vulnerabilities and work on reducing protection risk through strengthen community-based protection, case management and enhancing social cohesion among host and refugee communities.
SCOPE OF WORK:
The International Rescue Committee is seeking dynamic and self-motivated individuals for the position of Protection Case Management Supervisor for implementation and supervision of Case Management activities (Protectionc including CP and GBV) for current response in the three districts of Punjab and ICT. The Protection CMS will ensure that all SOPs and guidelines of the case management process for an assigned number of individual and people of concerns exposed to abuse, exploitation, neglect, and violence in this process. To ensure and support the case workers in identification of at-risk people and receive individual case management support by conducting documentation, assessments, action plans, direct service provision, referrals and follow ups for an assigned case load to directly work with other caseworkers and service providers on management of caseload and referrals. Key of the tasks for the position holder may include, but are not limited to, the following:
Job Responsibilities:
- Apply and adhere to guiding principles of working with survivors at risk, including respect, dignity, security, and confidentiality at all the time.
- Responsible for making ‘Do No Harm” the center of all interventions.
- Undertake field visits to provide technical Mentorship and supervision as well as regularly monitoring of the progress of the protection project activities.
- Provide mentorship individually and through group meetings, collaborate with other CM staff to regularly report trends and communicate closely with the case workers and protection staff to manage cases accordingly.
- Using a client centered approach, work together with survivors at risk to establish action plans based on the needs identified and ensure adequate safety plans exist for the clients.
- Ensure that each caseworker is effectively carrying out CM and provide guidelines according to CM guidelines and Standard Operating Procedures through regular individual and team meetings and case reviews with caseworkers.
- Ensure cases receive appropriate support; and when needed, support individual cases, and provide regular monitoring of all aspects of services.
- Assign and review caseworker’s caseload to ensure they are manageable and share challenges with supervisor.
- Conduct post-service interviews to evaluate the quality and impact of case management by the case workers. Document feedback and analyses trends regularly; discuss lessons learned with the team.
- Ensure appropriate case management for survivors at risk and ensure accurate use of referral pathways in the field and assist clients to access legal, educational, health, vocational and other services.
- Regularly liaise with the Protection team for support and case conferencing together with the relevant protection manager.
- Establishing liaison with service providers in protection related matters.
- Hold regular caseworker mentoring and couching sessions and cases conference meetings based on identified needs/ gaps, record and report them accordingly.
- Ensure accurate documentation of cases according to IRC standards and maintain all records in a secure and confidential way.
- Supervise the proper documentation and compilation of CM forms in accordance with all CM steps and related tools and procedures.
- Participate in the project meetings to share regular updates e.g., number of cases open and closed and major categories including trend analysis of the cases through case management database.
- Identify gaps in services or risks shared by the survivor and report these to the protection manager.
- Participate in relevant training and capacity building events organized by IRC or as per the nominations to participate in other events.
- Develop and submit progress reports as required by the line manager.
- Ensure that all cases are filed and that information is reported in detail about the case, background, case plan, follow-up, and actions taken.
- Assist the Data Entry by using the case management database to provide statistics and reports to the data management officer.
- Ensure that the data registered in the files and computers is safe and kept confidential.
- Prioritize and lead case management training and follow up the training sessions.
- Perform any other tasks as may be assigned by the supervisor.
Job Requirements:
A bachelor’s or master’s degree in social sciences or any equivalent field, with postgraduate training in any related field, will be an added advantage.
Work Experience:
- Should have a minimum of 02 years of field experience in Protection Case Management or Child Protection, GBV, preferably during emergencies or disasters.
- Ability to work under pressure in an unstable security environment. Able to handle critical information with strict confidentiality.
Demonstrated Skills and Competencies:
- Understanding of managing protection case management programs, including implementing the survivors center approach.
- Flexibility to work in a diverse, multicultural team respecting Pakistani culture and norms.
- Ability and experience coordinating with government and CSOs.
- Excellent interpersonal and communication skills.
- Flexible attitude towards receiving feedback.
- Knowledge of issues relating to community involvement and empowerment.
Language
Good written and spoken English and Urdu skills. Knowledge of Pashto languages is beneficial.
