Effective Vaccine Management (EVM) Consultant -South Punjab

Job Summary
ZMK & Co. is seeking a dedicated Effective Vaccine Management (EVM) Coordinator for South Punjab to support the Provincial Expanded Programme on Immunization (EPI) Directorate and UNICEF’s Immunization Program in Punjab. This contractual position is based in Multan at the Provincial EPI Warehouse and focuses on managing vaccine logistics and cold chain operations throughout South Punjab. The coordinator will be instrumental in implementing EVM Improvement Plans, enhancing the capacity of health staff, and ensuring the cold chain infrastructure is fully operational. This role demands close collaboration with provincial and district health authorities to ensure timely, efficient, and high-quality vaccine management, accurate forecasting, and effective technical support.

Key Responsibilities
The EVM Coordinator will serve as a vital link between federal, provincial, and district EPI teams, coordinating efforts related to vaccine forecasting, cold chain management, transport, and solarization projects. Organizing and delivering training sessions on EVM and vaccine management for staff at multiple levels is a core responsibility. The coordinator will oversee Cold Chain Equipment Optimization Platform (CCEOP) activities and ensure the vaccine Logistics Management Information System (vLMIS) is regularly updated with accurate cold chain inventory data.

Supporting updates to Standard Operating Procedures (SOPs) and assisting with the expansion of the EPI warehouse in partnership with UNICEF and provincial teams are key tasks. The coordinator will contribute actively to the development and execution of the EVM Improvement Plan (EVM-IP), ensuring that forecasting and logistics for routine immunizations, as well as MR, HPV, and COVID-19 vaccines, are well managed.

Monitoring and reporting progress on EVM-IP indicators to stakeholders is essential. The role involves building the capacity of provincial and district staff in vaccine and cold chain management techniques and providing ongoing technical support for EVM and logistics activities across the province. Quarterly monitoring of vaccine storage conditions and cold room functionality will be conducted to maintain quality standards.

The coordinator will also manage the completion of CCEOP4 installations in collaboration with suppliers and district teams and support the installation of Remote Temperature Monitoring Devices (RTMD) in Ice Lined Refrigerators (ILRs) across Punjab. Ensuring the operational readiness of the Manga Mandi Provincial Store and managing the distribution and deployment of cold chain vehicles are additional responsibilities.

Supporting the solarization of EPI sites to improve energy efficiency, preparing guidelines for cold chain equipment maintenance, and coordinating cold chain planning and installation for MR and HPV vaccine programs complete the scope of work.

Required Qualifications
Candidates must hold an advanced university degree (Master’s or higher) in Medical Management, Supply Chain, Public Health, Social Sciences, Engineering, Natural Sciences, or a related discipline. Alternatively, a first university degree with a minimum of four additional years of relevant professional experience will be considered.

Applicants should have three to five years of relevant experience, preferably within EPI environments in Pakistan, including work with provincial and district government health systems. Familiarity with vaccine management, cold chain operations, and health system logistics is essential. Experience conducting Effective Vaccine Management (EVM) assessments is highly advantageous.

Strong written and verbal communication skills are required, with proven ability to coordinate effectively across multiple stakeholders. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and strong analytical and report-writing skills are necessary. Fluency in English is mandatory, while knowledge of a local language or another UN official language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset.

Experience working in developing country contexts and emergency health programs is highly valued. This role offers a competitive fixed-price contract with a salary range of PKR 300,000 to 350,000.
