Proposal Engineer - Grid Station

Job Summary
We are seeking a skilled Proposal Engineer – Grid Stations to join our team. This pivotal role involves preparing and submitting detailed technical and commercial proposals for grid station projects, including transmission lines and electrification initiatives. The ideal candidate will identify new business opportunities, thoroughly understand client requirements, and develop precise technical specifications alongside accurate cost estimates. Success in this role requires close collaboration with internal departments and external stakeholders to ensure proposals are competitive, compliant, and aligned with project objectives. Strong technical expertise in grid stations and related systems, combined with excellent communication and organizational skills, is essential.

Key Responsibilities
Identify and evaluate potential grid station projects proactively, including transmission lines and electrification schemes. Prepare comprehensive Proposal Study Reports that clearly outline project scope, risks, and assumptions. Develop detailed quantity take-offs and Bills of Quantities (BOQ) covering all Mechanical, Electrical, and Plumbing (MEP) disciplines.

Conduct site visits to assess actual conditions and prepare detailed reports that influence cost estimation. Analyze tender documents thoroughly, perform site surveys, and clarify technical requirements with clients to ensure precise and competitive proposals. Implement bid strategies as directed by the Proposal Manager to enhance the likelihood of success.

Create technical compliance sheets, BOQs, and project specifications based on tender documentation. Calculate project costs, including materials, labor, and other expenses, ensuring bids remain competitive and profitable. Coordinate with vendors to request quotations (RFQs), negotiate pricing, and manage vendor relationships for procurement purposes.

Collaborate closely with commercial, logistics, civil, project, and planning teams to verify proposal accuracy and feasibility. Prepare and submit pre-qualification documents, expressions of interest, and other necessary paperwork for bid submissions. Assist in compiling both technical and commercial bid submissions, including all supporting documentation.

Support post-tender clarifications, negotiations, and alignment meetings with vendors and clients. Maintain detailed records of tenders, vendor contacts, customer details, and project status updates. Monitor and control the strategic procurement process for projects, paying special attention to foreign currency components. Present proposals to clients and stakeholders, effectively addressing any queries or concerns.

Required Qualifications
Bachelor’s degree in Electrical Engineering or a related discipline. Minimum of 3 years’ experience in a similar role, preferably focused on grid station projects. Strong technical knowledge of grid stations, transmission lines, and associated systems is essential.

Excellent communication, interpersonal, and organizational skills are required to manage multiple stakeholders and complex project requirements. Proficiency in Microsoft Office Suite (Word, Excel, Teams) is mandatory, with familiarity in MS Projects considered an advantage. Ability to analyze project requirements, conduct detailed cost estimations, and evaluate vendor proposals effectively.
