The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Pakistan is seeking a Technical Expert to support the Women’s Parliamentary Caucus (WPC) in Sindh through a national consultancy based in Islamabad. This role involves providing expert guidance and technical assistance to strengthen the capacity of the Provincial Assembly and women parliamentarians. The consultant will facilitate the formation and activation of the WPC, promote gender-responsive legislative reforms, and enhance women’s political participation. Working closely with government institutions, UN agencies, development partners, and civil society, the consultant will contribute to advancing gender equality and women’s empowerment within the political framework.
Key Responsibilities
- Facilitate the establishment and active functioning of the Women’s Parliamentary Caucus in the Sindh Provincial Assembly.
- Support women parliamentarians in advocating for gender-responsive legal reforms and institutional processes, including initiatives addressing violence against women in politics.
- Provide technical expertise for legislative drafting, policy development, and data analysis to inform decision-making.
- Collaborate with civil society to conduct research and campaigns promoting inclusiveness and representation of women and marginalized groups in political processes.
- Develop monthly work plans aligned with UN Women’s strategic objectives.
- Assist in drafting policy briefs, position papers, and advocacy materials to support gender-sensitive legislation.
- Facilitate coordination between the Assembly, development partners, civil society, and the public to enhance governance and transparency.
- Conduct research on emerging gender issues at global, national, and provincial levels, providing evidence-based recommendations to the WPC.
- Produce and disseminate knowledge products such as reports, case studies, and best practices related to women’s political participation.
- Represent the WPC at provincial, national, and international forums as required.
- Provide regular progress reports and document lessons learned to inform future initiatives.
- Maintain ongoing communication with the Chairperson of the WPC to ensure strategic alignment.
Required Qualifications
- Master’s degree in gender studies, women’s studies, psychology, law, social sciences, international development, international relations, or related fields. Candidates with a Bachelor’s degree plus two additional years of relevant experience will also be considered.
- Minimum of five years’ experience working with government departments and/or civil society on women’s empowerment and leadership, including policy framework development.
- Strong knowledge of gender equality and women’s empowerment at the policy level.
- Experience in developing strategies for awareness-raising, civic engagement, and women’s political participation or leadership.
- Proven ability to coordinate and advocate among diverse partners.
- Familiarity with parliamentary systems or the UN system is an asset. Experience working with political institutions such as national or provincial assemblies is advantageous.
- Excellent analytical, writing, and communication skills.
- Proficiency in computer applications including MS Office (Word, Excel, PowerPoint) and internet tools; knowledge of databases is a plus.
- Fluency in English and Urdu.
Preferred Qualifications and Benefits
UN Women will provide relevant background materials and technical support to facilitate the consultant’s work. Work-related travel expenses will be covered according to UN Women policies. The consultancy duration is five and a half months, from mid-July to the end of December 2025, with monthly payments upon submission of deliverables.
