Penny Appeal Background

Penny Appeal Pakistan is a humanitarian organization known for its slogan, "Small Change, Big Difference." Operated in 2014 in Pakistan, Penny Appeal focuses on providing sustainable solutions to poverty and supporting vulnerable communities in the country and globally through the Penny Appeal Federation. The organization works across multiple thematic areas, including Emergency Relief, climate-resilient WASH, Food Security, education, orphan care, healthcare, and sustainable livelihood.

Presentation of the Penny Appeal

Penny Appeal as a federation operates in over 30 countries, including Pakistan, Syria, Yemen, Somalia, Nepal and Bangladesh. In Pakistan, Penny Appeal closely works with Government, civil society organizations, humanitarian networks and local communities to uplift the socio-economic situation of the underprivileged communities. Geographically, Penny Appeal is working in more than 40 districts in Punjab, Sindh, Baluchistan, KPK provinces and AJK.

General Job Description

Terms of reference (TORs) for a Deputy Country Director (DCD) position may include responsibilities for managing a country team, coordinating activities, and building relationships. They may also include requirements for education, experience, and skills. 

To assist the Country Director/CEO of Penny Appeal Pakistan in managing and coordinating the implementation of the projects, the Deputy country director will also focus on management of the PA resources departments, and serve as acting CD as required.

  • Increase partnership base with INGOS, UN agencies and other Government grants and increase institutional funding for Penny Appeal Pakistan
  • Participate in the development process of project proposals, both for humanitarian, early recovery and development donors.
  • DCD will be responsible for the successful delivery/execution of all projects across the government-controlled area in close cooperation with the Program and operations teams in country office and in field offices on time, on budget, with compliance and quality.
  • Plays key role in designing the execution side (financial forecasts, budget reviews, risks assessment and mitigation measures, procurement planning, vetting).
  • Supervise the resources department (fin/admin, log, compliance, safety and Program Coordinator) ensuring optimization and maximization of their impact.
  • Support the CD in further strengthening the operational capacity of field offices.
  • To further strengthen transparency and fraud/corruption prevention measures
  • Play Acting role of Country Director (if/when required)

Key Objectives:

Objective 01: Institutional Funding: Advocate for the resource mobilization with national and international donors and showcase the achievements of Penny Appeal Pakistan

  •  Engage with Donors: Build strong relationships with national and international donors through targeted meetings, presentations, and events to advocate for resource mobilization.
  • Highlight Achievements: Showcase Penny Appeal Pakistan's impactful programs and success stories through compelling reports, case studies, and multimedia content
  • Leverage Strategic Partnerships: Collaborate with government agencies, INGOs, UN and local organizations to enhance visibility and strengthen funding opportunities.·
  • Participate in High-Profile Forums: Represent Penny Appeal Pakistan in national and international conferences and donor gatherings to promote its mission and initiatives.
  • Develop Advocacy Materials: Create tailored advocacy tools, including brochures, impact reports, and policy briefs, to communicate organizational priorities and achievements effectively to donors.

 Objective 02: Representation: Represent Penny appeal national and subnation forums

  • Humanitarian Country Team (HCT): Collaborate with UN agencies, INGOs, and government representatives.
  • Partner with Key Stakeholders: Collaborate with government ministries (e.g., health, education, or disaster management) to scale impactful projects.
  • Represent PA in Government coordination meetings of NDMA, PHF, clusters and other events for show casing and representing PA.

Objective 03: Program execution: Support the team in implementation of program with quality timely reporting to donors and head quarter

  •  Ensure Quality Implementation: Provide technical and operational support to the team to ensure program activities are executed in line with organizational standards and donor requirements.·
  • Monitor Progress Regularly: Establish clear milestones and conduct regular reviews to track program implementation against planned objectives and timelines.
  • Facilitate Timely Reporting: Collaborate with the team to compile accurate and comprehensive reports, ensuring timely submission to donors and headquarters.
  • Maintain Stakeholder Engagement: Foster effective communication with donors, partners, and headquarters to provide updates on program progress, challenges, and achievements.
  • Promote Continuous Improvement: Identify gaps and areas for enhancement in program delivery, and recommend solutions to maintain the highest quality standards.

Objective 04: Operations: Provide support to logistics, finance, security, and procurement division for smooth operations

  • Strengthen Operational Coordination: Facilitate seamless collaboration between logistics, finance, security, and procurement divisions to ensure efficient and aligned workflows.
  • Enhance Resource Optimization: Oversee the allocation and utilization of resources to maintain operational efficiency while adhering to budgetary and regulatory requirements.
  • Uphold Compliance and Standards: Ensure all operational activities meet organizational policies, donor guidelines, and local regulatory standards, minimizing risks and ensuring accountability.
  • Support Risk Management: Work closely with the security division to assess risks, develop mitigation strategies, and ensure the safety and well-being of staff and assets
  • Streamline Procurement Processes: Oversee procurement operations to guarantee timely delivery of goods and services while maintaining transparency, cost-effectiveness, and quality standards.

Candidate Description/Qualifications:

  • Master/MPhil degree from HEC listed university, preferably in a relevant field like international development, community development, Sustainable development, or relevant field.  
  • At least 10 years of experience of leading operations in complex environment with key institutional donors. Thorough knowledge of complex procurement procedures (at national and international level), administration/finance Safety and Risk management.
  • Strong leadership skills, demonstrate staff capacity building and leadership skills and increase institutional funding base.
  • Strong experience in drafting proposals for humanitarian and development programmes. Previous experience in managing complex emergencies in Pakistan and abroad.
  • Excellent knowledge of donors' rules and regulations. Good management and representation capacity. Experience in risk management, fraud prevention, and finance organizational knowledge is a plus.
  • Languages: Professional fluency in English, Urdu and Punjabi, Sindhi, Pashtu or other local languages is a plus.
  • IT systems: Strong computer skills: facility with MS Word, Excel, PowerPoint, and email/internet software.

Remuneration Package

  • Contract period: 12 months renewable depending upon availability of funds.
  • Salary/benefits: According to Penny Appeals salary scale and terms and conditions.
  • Duty station: Islamabad

Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility and all staff are required to adhere to the Code of Conduct, that enshrines principles of PSEA, always (both during work hours and outside work hours). Familiarization with, and adherence to, the Code of Conduct is an essential requirement of all staff, in addition to related mandatory training. All staff must ensure that they understand and act in accordance with this clause.
