Supporting management team in consolidation and presentation of budgets, quarterly forecasts and monthly reporting. Providing excellent overhead analysis and visibility to management with objective to ensure mindful spending.
Member of MSF HQ team based in Tokyo overseeing financial operations in South Asia, South East Asia, and Oceania Key responsibilities include but not limited to budgeting, internal control, funds management, donor relations, legal compliance, performance review, and technical supervision of field teams.
Being the leader of finance department at country level I am ensuring both the efficiency of the programs (optimal use of resources to achieve operational effectiveness) and the robustness of internal control by performing the following core duties:-
• Implementation of standards, polices & procedures along with necessary adaptation according to changing context.
• Brief, coach & advise all stakeholders about financial affairs of different projects under Pakistan mission.
• Budget construction, monitoring & control (Multi-million Euros for regular projects along with emergency interventions)
• Contribute the definition of efficiency i.e. adequacy of resources used to perform activities and achieve operational objectives.
• Prepare analysis of means consumed vs. key indicators, and propose corrective actions to support projects piloting.
• Security of money plus fund flow management for the whole mission.
• Supervise the Pakistan mission accounting.
• State regulations compliance such as taxation, EOBI, banking operations and annual statements.
• Team management of Finance department, it includes recruitment, training, coaching, performance evaluation and ensuring both support & control. (Supervising the team of 10+ members depending on operational volume
• Finance management experience during emergencies, normal phase & remote control context.
• Implementation of MSF accounting standard guidelines and procedures.
• Responsible for mission cash safety and availability.
• Participates in the definition of the MSF operational strategy (financial aspects).
• Sets-up the financial management and accounting system for the mission.
• Ensures the budgetary and financial monitoring in the mission.
• Responsible for managing the security of the mission cash flow.
• Provides coaching and technical support to the financial teams.
• Tax management for MSF Pakistan mission according to country laws.
• Implementation of internal control & procurement procedures.
• Assist the Finance Coordinator in the drawing-up of budget proposals.
• Draws-up financing contracts.
• Elaborates budget follow-up for better finance monitoring.
• Supervises the elaboration, presentation, and transmission of financial reports to the OCB.
• Train staff working on the field in accounting management and financial procedures.
• Participates actively in the evaluation of financial staff members (expatriate and national).
• Technical referent for the mission accounting department.
• Member of mission emergency pool for starting of emergency projects.
