Civil Engineer - Shelters & WASH Expertise*
Highly motivated and detail-oriented Civil Engineer with 2 years of experience in designing, implementing, and managing shelter and WASH (Water, Sanitation, and Hygiene) projects. Proven track record of delivering projects on time, within budget, and to the required quality standards.
To conduct comprehensive surveys to assess the existing infrastructure within the community.
To identify and map existing features/community infrastructures and assets using appropriate surveying techniques.
To propose new infrastructures based on community needs and priorities.
To provide accurate cost estimations for proposed infrastructure projects.
To create detailed sketches and drawings using AutoCAD and/or other relevant software for project visualization and planning.
To collect data relevant to existing and proposed features and community infrastructures.
To conduct rapid market assessment for rate analysis required for proposed features.
•Conduct technical assessments and surveys for WASH infrastructure, including water supply systems, sanitation facilities, and hygiene promotion structures in targeted communities.
• Process payments for completed work after verifying compliance with standards, specifications, and test reports and implementing Cash for Work activities following CFW guidelines.
• Prepare BoQs (Bills of Quantities) and oversee procurement processes in coordination with the logistics and procurement team.
• Supervise the construction, installation, and rehabilitation of water supply systems, sanitation facilities, and hygiene infrastructure in line with technical designs and project objectives.
• Conduct participatory assessments of targeted settlements, to assess housing and infrastructures needs and capacities including Solid Waste Management evaluations, identification of best practices, and alignment with community needs.
• Conduct regular on-site visits to monitor progress, ensure quality control, and address any construction issues.
• Work closely with communities to ensure their participation in the design, implementation, and maintenance of WASH facilities.
• Train and mentor community members and local artisans on the operation and maintenance of WASH infrastructure.
• Support community mobilization activities to promote ownership and sustainability of WASH interventions.
• Maintain accurate records of construction activities, including daily site reports, material usage logs, and progress updates.
• Prepare and submit weekly/monthly progress reports to the WASH Project Manager.
• Document lessons learned and best practices from the implementation of WASH activities.
Review of project documents (construction drawings & specifications) as well as business process / DIP in detail to understand project mandate/deliverables relevant to your role.
Carry out the technical feasibility/assessment (site identification, material, labor, transportation, supplies, etc.) of WASH & CPI’s activities prior to implementation to ensure sustainability & cost-effectiveness as well as an agreed time frame of the project.
Assist in the preparation of drawings, BoQs & cost estimates of infrastructure schemes as per IR commitment & set standards.
Assist in analysis of construction material e.g. elemental composition, dimensions & quality, etc. according to drawing & specification.
Assist in conducting a market survey for proposed materials availability, and unit rates of material/labours and provide realistic estimates of the proposed activities of the WASH project
To be able to get different materials sampling, on different intervals, for testing and quality check & work assurance with approved samples during the course of implementation at the field
Take part in the supplier selection process by evaluating the samples against specifications given in approved BOQs/estimates at the field level as & when needed.
Ensure the layouts, levels, and all activities at the site both pre- & post-construction to know whether construction work is being done according to drawings and specifications or not.
Analyse and prepare plans for material requisitions.
Monitor and provide support for developing an understanding of skilled labours, community activists, or beneficiary households regarding design, inclusiveness, DRR, and protection measures.
Timely report to supervisor regarding any issue relevant to design at the earliest stage of the project with recommendations
Preparation of weekly/monthly work plans against PMT (performance-measured time frame) by ensuring timely completion of assigned tasks in the stipulated time period.
Coordinate with all stakeholders especially community activists, COs, VOs, and beneficiary households for smooth implementation of the project
In place a contingency plan to deal with external factors affecting or may affect the field activities
Maintain the completion certificate for each communal or household activity is in hand and signed by beneficiaries, committee representatives, and relevant sub-engineer and also handing over to the relevant department
Arrange skilled and unskilled labour for construction execution
Preparation of MBs with the agreement of the vendor
Maintenance of record (hard & soft) that includes but is not limited to Cost estimates, BoQs, drawings, construction plans, Measurement book, daily field visit reports, material requisition, pictorial progress & other documentation.
Preparation of daily, weekly, monthly, and other progress reports for management’s info.
Ensure proper filling of forms & formats as per desired standard
Extend support to MEAL / MIS / Communications staff for gathering desired information.
Preparation of info for MIS on a regular basis with consultation of Field Engineer / MIS / M&E.
Close coordination with line manager for effective implementation of project activities.
