My professional progressive career since September 2002 with different roles and scope of responsibilities right from the grass-root level to the highest regional and national position is the main source of strength for me. The organizations I have been engaged with since my start as a humanitarian and development aid worker are leading humanitarian and development players in the national arena. My association with these organizations over the last two decades provided me with every possible opportunity to explore and polish my capabilities of strategic planning, leadership and management for the best interest of the communities we worked with. After working for over 18 years with national and international organizations in Balochistan, Sindh, Islamabad, I have advanced knowledge of strategic planning, result based planning and evidence-based monitoring, planning., developing projects, keeping projects moving as per plan and achieving results with the highest level of ensuring compliance of the organization and donor guidance. I have worked to achieve the Sustainable Development Goals (SDGs) and help children to enabling them forgetting education. I have designed and implemented many projects on basic social services and infrastructure including Agriculture, Livestock, livelihood, and particularly community empowerment including education, health, nutrition, WASH, Shelter. I have been as SMT member in organizations and have strategic vision.


I have almost 18 years of progressive working experience in leading and managing Livelihood in the complex emergencies in remote and disaster-hit/prone districts of Balochistan and with different institutional and bilateral donors i.e., USAID, DFID, AusAID, World Bank, FCDO are few names mentioned.


I have vast experience in Community Development, Emergency response, Public and Private Partnership, Monitoring and Evaluation, Policy Reforms Engagement, Project Management and Administration, Assessment and Linkages development. I have worked in the number of development and humanitarian projects in Education, Health, Nutrition, Protection, Humanitarian Communications, Livelihood, Wash, Partnership engagements, Grants disbursement. I have also an advantage working with United Nations UN-IOM in emergency project at Sindh.

As Senior Project Manager, my core role was to provide strategic oversight to Programme management, inter and intra-department coordination and collaboration, team building, partnership management, and maintaining external partnerships with key stakeholders including government officials to implement projects by the different donor agencies in Balochistan. I was also attending regular meetings of different working groups and other stakeholders to discuss project progress, identify and resolve projects- related problems and plan implementation. My main responsibilities were managing TEACH (Teach Educate Adolescent Girls Through Community Help) FCDO funded based at Quetta and supporting the consortium partners in the implementation of an Accelerated Learning Program (ALP) for out-of-school adolescent girls in Baluchistan. I was supporting for capacity building of consortium partners in the delivery of literacy, numeracy, and social and emotional learning. This project was being implemented in five districts of Baluchistan. I have participated as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders. Ensuring main core values of IRC such as Integrity, Service, Accountability and Equality at all stages in implementation phase. Safeguarding, protection and gender equality and social inclusion ensured at every stage of the project. To support inter-sectoral linkages with child protection, GBV, gender, community services, livelihoods and health. I was providing technical and administrative support throughout all stages of TEACH project by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with IRC’s processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluation of results. I was contributing to the development and establishment of sectoral programme goals, objectives and strategies and results-based planning through research, tracer studies, collection, analysis and reporting of education and other related information for development planning and goal setting. I was closely working on partnerships with government counterparts and provincial stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on education data systems and use of evidence. I had a role to suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions at provincial and head of office.

As Campus Director, my core role is to look after academic and administrative support and provide strategic oversight to programme implementation and management, liaison, coordination and collaboration, team building and partnership. Close coordination with donor (HEC), main campus and Chancellor Office. I have built good linkages with external scholarship agencies to get their support for our students. I regularly attend meetings at higher level to discuss campus progress, challenges and resolve projects- related problems and plan implementation.

My proactive coordination, vision and linkages enabled us in increasing of enrollment of the students, allotting land from Government of Balochistan for permanent establishment of the campus, shifting of campus building in newly constructed building, achieving numerous scholarships for needy students

M&E Framework & Tools Expert
Balochistan Nutrition Program for Mothers and Children

Having lead role in M&E, I have developed a functional reporting and monitoring system that provided key information in a timely manner and allowed decision makers and steering coordination committees required for programme adjustments. I have developed M&E tool, annual work plans for PMU Project Management Unit, developed monitor quality parameters and implementing partners. In addition, I have established reporting mechanism for implementing partners. I have contributed to the design of the BNPMC’s Logical Framework and respective service provider’s performance indicators. I have facilitated to a regular monitoring and reporting on agreed on project and performance indicators and prepare regular reports for donors. Prepared and finalized the M&E guidelines, procedures and reporting formats, monitoring indicators and checklists for the different levels and for the different service providers.
I have analyzed partner NGOs performance appraisal for release of grants, progress reports and trained them in M&E perspective keeping in mind milestones of the set project. I have conducted field visits to monitor ongoing project interventions by partners in different districts. I have developed work plans and periodic reports and monitor the performance of the local IPs. In addition, supported to IPs staff for capacity building and provided them guidance as well. I had close coordination with WFP, UNICEF and PPHI for smooth project interventions.  Reviewed the reports such as baselines, intermediate, progress and end-of-project reports and suggest course corrections for improvements. Contributed to the preparation of accurate and timely reports to donor and collection of partner NGOs.
I have provided support in project management working in PMU with close coordination Secretary and Additional Secretary Health, DG Health, Project Director, World Bank, Consortium Partners and four Implementing Partners.

Policy and Systems Coordinator Education

PRP USAID was an education funded project. My core job responsibility was to lead policy component of the project in the province. Policy component was focused to provide technical support to apex educational bodies such as PITE, Bureau of Curriculum, Balochistan Education Assessment and PPIU at secretariat. Number of situational studies conducted of these apex educational institutes. I have conducted capacity building sessions for these educational institutes to draw their needs and future plan. One of my prime responsibility was to work closely with Secretary and Additional Secretary Education to brief planned policy interventions of the project. For this purpose, six to eight concept papers developed. I have conducted quarterly Advisory and Steering Committee Meetings at provincial and national level. I was the focal person of conducting these committee meetings. Steering committee meeting was chaired by Secretary Education and Advisory committee meeting was chaired by Additional Secretary Education. All other stakeholders such as all directors of education department, national and international organization representatives were part of these committees.
Being lead role in this component, I have completed the accreditation process of education department of three universities and sixteen elementary colleges from NACTE HEC. I have conducted sessions of directors of education department to review and revise scheme of study and Urdu curriculum for G 1-5. With senior team of education department, we done standard setting for Urdu and conducted regular CPD of teachers. In addition, worked on policy of teacher certification and license. Also we have evaluated curriculum programs and recommended improvements to Text Book Board. Reading Improvement Strategies RIS became part of higher education in their curriculum.
With senior educational officials, Public Private Partnership road map developed and notified for Balochistan Province. Through this approach, number of targeted schools supported by HUBCO and Rotary International. I was regular member of Balochistan Education Sector Plan for its review and formulation and also formal member of SDGs workshops at provincial level.

I was assigned to lead Head of Program of the project in  17 target districts; Quetta, Pishin, Loralai, Sibi, Bolan, Jhal Magsi Killa Saifullah, Jaffarabad, Naseer Abad ,Nushki, Kharan, Kech, Panjgoor, Gwadar, Lasbela, Kalat and Ziarat in Balochistan Province. I have built strong team work and good linkages with education department to carry out project interventions and initiated it successfully. I supported the staff and teams in implementation of project interventions in collaboration with partners, government and key stakeholders. I have provided timely and effective technical support to team. I supervised more than 30 staff members. I have provided technical guidance, oversight and supported to the team and partners in implementation of project interventions. I had liaison with Department of Education, university partners, private sector and other stakeholders to align priorities and promote cooperation for project interventions. Teacher training clusters developed with the support of education department to carry out project interventions in target districts. 
Developed work plans, periodic reports and presentations to Secretary Education, Director Programs, donors and all key stakeholders and ensured collaboration with relevant provincial government stakeholders, implementing partners and civil society organizations for smooth implementation of the project interventions. Need based sessions for the capacity building of staff, partner organization and stake holders. I used to be part of Senior Management Team SMT meetings at national level to present project progress of the Balochistan Province. 
The project was implemented through consortium project partners at national level. Further, grants allocated to small scale of organizations for the promotion of reading culture. Monitored the performance of the small level organizations with focused on the project objectives.

I was part of PMU Project Management Unit Secondary Education Department and was assigned to lead M&E, Safe guard and Coordinate with key stakeholders and partners for the project interventions. The project was funded by World Bank and was focused to promote girls education, protection and livelihood in target districts. With the senior team identified potential local partners in the target district(s) for purposes of third party validation, assessments, data collection and capacity building activities. Established community schools, hired teachers, conducted teachers and community trainings and developed work plans and periodic reports and monitor the performance of the IPs. The project interventions was also seen in environmental perspective to construct community schools.

I was core team member of M&E and was assigned to be part of Southern Sindh to ensure validity and reliability of the collected data from field by coordinating with the relevant field staff. To coordinate with the relevant district, regional and head office staff to ensure regular and timely flow of information and make sure REHAB work data be continually captured and updated. In addition, to support the effort to improve or develop data collection tools and propose data collection approaches to support the PMP and support the Director/Manager M&E in undertaking all component activities pertaining to PMP implementation and overall information needs of USAID. To focus on improvement of target community livelihood and protection mechanism in providing grants and their involvement. Assist in conducting survey/studies and collect data for evaluation / impact of project inputs. To ensure and check presence of all data evidence on relevant indicators as mentioned in PMP at school, district, and regional levels. Further, to contribute to the technical capacity building of project and district M&E teams in key areas of data collection on specified indicators, qualitative review of program activities and documentation. During my tenure with ED-links, I have been involved in Developing, managing, and coordinated emergency management programs. As an Area Coordinator Humanitarian, I led the design of all humanitarian programs, oversee implementation, and ensure timely reporting. I was the key in driving the growth and expansion of IOM’s emergency portfolio.  During the job I have accustomed to the pace of emergency response programming, and successfully led a diverse team, and responsively. I have built and strengthened relations with the donors.

Further, I had to develop the capacity of local Partner NGOs and to ensure that the partner NGOs staffs attain the required level of program management and implementation to deliver at all levels of the project. To assist Director in the preparation of monthly, quarterly, bi-annual and annual reports narrative. Close coordination with district education department and to fully involve the grant disbursement for sub awardees (200 PTSMCs) and monitor PTSMCs trainings. Also I had to monitor the informal education institutes of refugees funded by UNHCR.
