My field is Administration, and Procurement mainly import of mining/heavy earth-moving machinery and hiring consultants and contractors for projects/works). I have skills in drafting vetting contracts, bid documents, bids evaluation, reports/proposals, rules/SOPs and Board matters/SECP Rules. I am fully conversant with PPRA Rules, PEC Bidding Documents, and SECP Rules.
Being Head of Department, my duties/ responsibilities included managing complete cycle of - activities involved in - Procurement [import of mining/heavy earth-moving machinery and hiring & dealing with consultants and contractors for civil works].
I also served as Acting Company Secretary and assisted the BoD and Committees of the BoD in all activities thereof. I supervised six personnel in different sections.
Owing to my position in the Company, my competence and confidence reposed in me, the CEO kept me involved in all important decisions about the Company (Projects and Head Office) and I assisted him with sincerity and integrity.
Note: As Actg. Company Secretary, I performed all the functions that are performed by a Company Secretary. As for the designation (Acting), it was because my educational qualification "MPA" was not among the degrees required under SECP Rules for secretaryship. I was, therefore, not designated as a regular Secretary.
Initially, I was appointed (April 1996) in Society for the Promotion of Engineering Sciences and Technology in Pakistan (SOPREST) which is the parent/governing body and Secretariat of GIK Institute; the General Council of SOPREST thereby functions as the Board of Governors of GIK Institute.
My major duty in SOPREST was Import of engineering labs equipment and hiring & dealing with consultants and contractors of civil works of the GIK Institute. This duty involved functions like processing/ seeking bids (national & international), drafting of procurement contracts, seeking approval of required budget from General Council, dealing with government departments and GIKI management.
As for the civil works, the Government of Pakistan had awarded soft loans (under Subsidiary Loan Agreements) from Islamic Development Bank, Opec Fund for International Development, and French government. My job was to deal with these lending agencies directly or through Economic Affairs Division, deal with Project Office established for works in GIK Institute, deal with consultants and contractors and keeping the higher management updated.
I also assisted the Secretary SOPREST in matters relating to the General Council - pre and post meetings activities.
In January 2006, I was posted at GIK Institute Topi where I served purely as Deputy Director Administration. I supervised Assistant Directors and Officers of various sections, and reported to Rector.
