As a Supply Activity Manager at MSF, I lead comprehensive supply chain operations, managing local and international procurement for medical and logistical items. Lead and Manage End-to-End Supply Chain Operations:
Manage the supply sections of the coordination and Projects supply Team. This includes procurement, order processing, warehouse, transport, customs, EAD (Economic Affairs Division), and international cargos.
Define supply activities and optimize annual budgets to meet mission and target population needs effectively. Works on annual planning and Mid-year review with the Logistics coordinator.
Develop and execute supply chain strategies in alignment with organizational goals and standards.
International and Local Procurement Expertise:
Coordinate and monitor national and international procurement, enhancing supply chain efficiency.
Collaborate with international procurement units, including MSF APU in Amsterdam, for air and sea cargo shipments.
Lead the definition, coordination, and monitoring of all procurement activities at the project and country level. Ensure adherence to purchasing procedures established by MSF and local laws.
Imports, Cargo Transportation and Customs:
Manage import permits (DRAP & EAD NOCs)), regulatory compliance, customs clearance, and tax exemptions for relief medical items arriving in Pakistan. Support SEA, AIR cargo importations in the mission.
Ensure pre-clearance process of International Cargo, coordinate activities related to the movement of goods from APU to mission and then to the project level.
Monitor transportation agreements and ensure compliance with MSF standards.
Collaboration and Team Leadership:
Work closely with medical departments to finalize project orders, ensuring the timely delivery of essential medical items.
Develop job descriptions, provide leadership, and training to enhance supply team capabilities.
Participate in planning and implementing HR activities, focusing on capacity building and development of the supply team. Ensure good internal collaboration, motivation, and energy within the supply team.
Optimization and Compliance:
Maintain a database of quotations, tenders, and documentation, and collaborate with stakeholders to improve supply chain systems.
Enforce MSF-OCA supply guidelines during local purchases, maintaining protocol compliance at the project level.
Inventory & Warehouse Management:
Manage medical and logistical stock, including emergency kits, ensuring proper distribution to projects.
Implement good distribution practices for medical warehouses and oversee all incoming and outgoing shipments.
Ensure safe and appropriate storage of medications, including provisions for refrigeration and climate-controlled areas.
Data Analytics & Reporting:
Ensure monthly data analytics and reporting for decision-making and process improvements, including timely completion and sharing of reports such as Sit-rep and TRS analysis.
Monitor stock levels, consumption rates, and expiration dates to prevent shortages and overstock situations.
Provide regular updates and reports to senior management on supply chain performance and key performance indicators (KPIs).
Physically and administratively managed Medical & Watsan Emergency Kits/stock and logistical items, assuming responsibility for the warehouse and its contents.
