Palladium Pakistan (Pvt.) Limited is seeking a Senior National Public Health Specialist on a consultancy basis to support the Evidence for Health (E4H) programme in Lahore, Pakistan. This role involves providing technical assistance for the Training of Trainers (ToT) on an integrated curriculum designed for Community Health Inspectors (CHIs). Funded by the Foreign, Commonwealth & Development Office (FCDO), the E4H programme aims to strengthen Pakistan’s healthcare system by assisting federal and provincial governments in building a resilient, evidence-driven, and equitable health system. The specialist will be instrumental in institutionalizing a digitally enabled and harmonized community health workforce in Punjab, addressing gaps in service delivery, supervision, and reporting through a standardized training approach.
Key Responsibilities
Lead the inception phase by conducting stakeholder mapping, desk reviews, and organizing consultations with relevant government departments and partners to ensure alignment on methodology and timelines. Review and adapt existing CHI training curricula by incorporating competency frameworks, adult learning principles, and best practices from low- and middle-income countries to develop a comprehensive Training of Trainers package. Design training materials including facilitator guides, session walkthroughs, roleplays, simulations, and pre/post-training assessments in collaboration with the Health & Population Department and other stakeholders.
Conduct district-level ToTs for master trainers across Punjab, ensuring appropriate trainee selection, monitoring training fidelity and attendance, and analyzing pre/post-test results to support continuous improvement. Maintain detailed documentation of curriculum adaptations and participant feedback, compile a final training report outlining outcomes and recommendations, and develop a sustainability plan for post-training supervision, performance monitoring, and refresher sessions. Ensure that all training activities align with the Sustainable Training System Framework and are integrated into the Learning Management System to enable scalable and standardized workforce development.
Support the transition and harmonization of community health cadres by facilitating competency-based realignment of roles and responsibilities. This will contribute to enhanced public health preparedness and support the achievement of universal health coverage goals in the region.
Required Qualifications
A postgraduate degree in Public Health, Epidemiology, or a related field is essential. Candidates must have a minimum of 15 years of experience in public health, with a strong background in community health programming and training. Demonstrated expertise in disease surveillance, maternal, newborn, and child health (MNCH), water, sanitation, and hygiene (WASH), and public health outreach strategies is required. Proven skills in technical training design and delivery, including the development of training curricula and capacity-building initiatives, are critical. Strong analytical abilities with experience in utilizing health data for planning and evaluation are necessary. Effective communication and collaboration skills are required to work with diverse stakeholders and government entities.
