The Sindh Community Foundation (SCF) is seeking qualified organizations or trainers to deliver a leadership and decision-making training program aimed at empowering women in the Union Councils of Bijora and Garrho, District Thatta. This initiative is part of the 'Restoring Social Services and Climate Resilience' project funded by the Pakistan Poverty Alleviation Fund (PPAF), covering 21 villages and approximately 50,000 community members. The program will involve six training sessions—three per Union Council—with 15 female participants each, including members of Community Organizations and female councilors. The primary objective is to strengthen women’s leadership abilities, enhance their decision-making skills, and promote gender equality within local community leadership structures.

Key Responsibilities
- Develop a comprehensive, culturally sensitive training curriculum tailored to women from diverse and marginalized backgrounds. The curriculum should cover leadership development, decision-making techniques, conflict resolution, and community advocacy.
- Facilitate six interactive and participatory training sessions (three in each Union Council), each accommodating 15 women, using activity-based and engaging methodologies.
- Emphasize confidence-building, public speaking, negotiation skills, and strategies to overcome social norms and gender stereotypes that hinder women’s leadership.
- Provide guidance on how women can actively engage in local governance, community groups, and advocacy networks.
- Design and implement pre- and post-training assessments to measure knowledge acquisition and skill development.
- Prepare detailed reports after each session, including participant feedback, success stories, challenges encountered, and recommendations for future improvements.
- Deliver all required documentation such as training materials, attendance records, photo evidence, session reports, and a comprehensive final project report with evaluation data and impact analysis.

Required Qualifications
- Demonstrated experience in designing and delivering gender-focused leadership and decision-making training programs, especially for women from rural or marginalized communities.
- Ability to create culturally appropriate and accessible training content that accommodates participants with varying literacy levels.
- Expertise in participatory, activity-based training methodologies that encourage engagement and practical learning.
- Capacity to conduct multiple training sessions within the specified timeline efficiently.
- Proficiency in conducting pre- and post-training evaluations and preparing thorough reports.
- Fluency in the Sindhi language to ensure effective communication with participants.
- Strong understanding of gender sensitivity, climate resilience, and community empowerment principles.

Preferred Qualifications and Benefits
- Experience working within the development sector, particularly with disaster risk management and climate resilience projects, is highly desirable.
- Organizations or trainers with a proven track record of successful community-based training initiatives and positive client references will be given preference.

Proposals will be evaluated based on experience (30%), quality of methodology (25%), cost-effectiveness (20%), ability to meet timelines (15%), and gender sensitivity (10%).
