In Pakistan, Acted has been active since 1993 and has provided assistance across all provinces to an estimated 6.9 million people. The assistance has included emergency response to meet the immediate and live-saving needs of natural disaster and complex emergency affected households, as well as recovery and development support in the form of education and livelihoods promotion and assistance.
Purpose
The Senior MEAL Officer (Assessments), under supervision of the Country MEAL Manager and in close cooperation with the Program development & implementation units, will be responsible for designing, implementing, and overseeing evaluation processes to assess the effectiveness of programs and projects. This position entails collecting, analyzing, and interpreting data to provide actionable insights and recommendations that guide decision-making and strategic planning. The Senior MEAL Officer also supports proposal writing efforts by providing relevant data and insights to shape compelling funding proposals.
ROLES AND RESPONSIBILITIES
1. Monitoring, Evaluation and Learning (MEL)
Assisting the MEAL Unit in the development and implementation of Appraisal, Monitoring and Evaluation strategies by developing and following work plans and indicators for monitoring teams in coordination with the Country MEAL Manager, and by collecting quantitative and qualitative data on Acted programs and general pre-project data.
- Develop evaluation frameworks and methodologies aligned with organizational goals.
- Design evaluation tools and data collection instruments (surveys, interviews, focus groups).
- Provide data and insights to support the development of funding proposals.
- Assist in crafting sections of proposals that require evaluation methodologies, expected outcomes, and indicators of success.
- Collect qualitative and quantitative data through various methods.
- Analyze data to assess program impact and effectiveness using statistical software and qualitative analysis tools.
- Prepare comprehensive evaluation reports detailing findings, conclusions, and recommendations.
- Present evaluation results to stakeholders and senior management in a clear and actionable manner.
- Collaborate with program teams, stakeholders, and beneficiaries to gather insights and input.
- Facilitate workshops and meetings to discuss evaluation findings and foster a culture of learning.
- Provide training and support to staff on evaluation practices and methodologies.
- Promote understanding of evaluation processes across the organization.
- Monitor evaluation trends and best practices to continually improve evaluation methodologies.
- Incorporate feedback into future evaluations for enhanced effectiveness.

- Oversee the development and updating of informational materials such as brochures, fact sheets, articles, posters, website and audio-visual materials to showcase Acted’s impactful work externally and within organization;

Build national staff capacity through the training provision on record keeping, drafting concise and accurate program report, proposal development and project monitoring.

In recent years this has included support for communities affected by floods, earthquakes and the complex emergency; Pillar 2 – Income generation and sustainable livelihoods – ACTED has extensive experience in this sector including market-oriented vocational trainings, basic skills development, as well as on and off-farm livelihood assistance; Pillar 3 – Social cohesion and access to basic services – ACTED improves access to basic services through a range of measures including support for educational institutions, community infrastructure and local governance. Social cohesion is a key component to ensuring equitable service provision. ACTED’s interventions include the establishment of local representation bodies as well as supporting the rights of women, minorities and marginalized groups; Pillar 4 – Environmental protection and community resilience – This pillar aims to mitigate some of the effects of recurrent disasters, climate change and environmental degradation.
