Job Summary
Posted on June 11, 2025, with applications closing on June 17, 2025, this full-time Project Manager role is based in Rajanpur, Pakistan. The successful candidate will lead the field-level implementation of an integrated humanitarian response focusing on heatwave preparedness, flood response, and anticipatory action. This position requires ensuring the timely delivery of project objectives, managing budgets, scope, procurement, and human resources, all while maintaining compliance with humanitarian standards and donor requirements.

Key Responsibilities

Technical Leadership:
You will develop detailed workplans, procurement strategies, and activity schedules that align with the approved project framework. Your oversight will cover activities such as water tankering, installation of water infrastructure, hygiene promotion, distribution of hygiene and menstrual hygiene management (MHM) kits, cash assistance, fodder distribution for livestock, establishment of heatwave relief camps, and dissemination of IEC materials. Coordination with logistics and procurement teams is essential to ensure timely delivery of supplies and services.

Programme Management:
Supervising and guiding project staff—including Hygiene Promoters, WASH Officers, and field volunteers—is a core responsibility. You will conduct regular team meetings, monitor performance, and provide capacity-building support. Ensuring compliance with organizational policies, humanitarian principles, and safeguarding protocols is mandatory.

Financial Management:
You will prepare and monitor the project budget in accordance with organizational and donor financial policies. Participation in monthly Budget vs. Actual (BVA) meetings and updating budget forecasts will be required. Additionally, you will oversee the proper use of seed grants allocated to social enterprise groups and women artisans.

Monitoring & Evaluation:
Regular field visits will be conducted to ensure activities align with project objectives and standards. You will establish real-time data collection systems to track waste collection, processing, and product development metrics. Documenting lessons learned, best practices, and challenges is key to informing future programming. Organizing learning workshops and debriefing sessions to share findings with stakeholders is also expected.

Coordination and Networking:
Developing partnerships with local government bodies, private sector stakeholders, and community groups will enhance project impact. You will liaise with local authorities such as DDMA, Health, and PHE departments, as well as humanitarian partners and civil society organizations. Representing the organization in district-level cluster meetings related to WASH, Food Security and Livelihoods (FSL), and Health is required. Leading multi-stakeholder coordination meetings at the district level is part of the role.

Team Management and Capacity Building:
Mentoring and supervising project staff to promote professional growth and effective project delivery is essential. You will organize capacity-building workshops on entrepreneurship, waste segregation, health and safety, and machinery operation. Fostering a collaborative work environment that encourages teamwork and knowledge sharing is expected.

Risk Management and Adaptive Programming:
Monitoring emerging risks such as floods and heatwaves and proposing mitigation measures is critical. You will support adaptive planning to respond to sudden changes in the humanitarian context. Ensuring adherence to Do No Harm principles, gender equity, environmental sustainability, and accountability mechanisms is mandatory.

Required Qualifications
A Bachelor’s degree in Development Studies or Social Sciences is required, with a Master’s degree preferred. Candidates must have a minimum of five years’ experience in humanitarian project management, including at least two years of field experience in emergency response and anticipatory actions. Proven leadership at the field level is essential.

Preferred Qualifications and Competencies
Strong skills in project planning, budgeting, and risk management are necessary. Familiarity with cash-based interventions, WASH in emergency settings, Sphere Standards, and beneficiary tracking tools is highly desirable. Proficiency in monitoring and evaluation frameworks, along with effective communication and report-writing skills in English and Urdu, is required.
