Job Summary
Federation Handicap International (FHI) is seeking a dedicated Procurement & Facilities Officer to join its Logistics department based in Peshawar, Pakistan. This pivotal role is responsible for ensuring efficient procurement, facilities management, stock control, inventory oversight, and transport coordination in line with FHI’s internal policies and donor requirements. The officer will work closely with the Country Logistics Manager and the broader logistics team to support provincial projects, manage IT-related logistics tasks, and uphold the organization’s logistics standards across operations.
Key Responsibilities
The Procurement & Facilities Officer will actively contribute to the drafting and implementation of the Procurement and Logistics section of the Strategic Operational Plan (StratOP). This includes conducting risk mapping, incident reporting, and analyzing procurement data to inform decision-making.
Ensuring strict compliance with FHI and donor standards is critical. The officer will supervise internal controls related to procurement, fleet management, and IT, guaranteeing accountability and transparency throughout all processes.
Operational logistics support is a core function, involving resource planning, procurement scheduling, and coordinating purchasing and approval workflows across various project phases. The officer will also perform contextual analyses of logistics capacities and resources, design transport plans, and manage personnel movement to facilitate smooth project implementation.
Developing logistics expertise within the organization is essential. The officer will contribute to building a community of practice in the geographical area, sharing knowledge and best practices with colleagues.
Additionally, the role supports emergency preparedness and response initiatives by adapting work modalities to effectively respond during humanitarian crises, ensuring continuity and resilience of logistics operations.
Required Qualifications
Candidates must hold a Bachelor’s or Master’s degree, preferably in Supply Chain Management, Marketing, or a related field.
A minimum of five years’ experience in supply chain, logistics, and procurement is required, ideally gained within an international organization or INGO setting.
Strong management capabilities are essential, including the ability to foster employee autonomy, prioritize tasks efficiently, and streamline processes.
The candidate should demonstrate proficiency in maintenance, safety, driving, mechanics, planning, purchasing, procurement, stock management, and transport management.
Expertise in emergency preparedness and response, humanitarian monitoring, financial and budget management, donor relations, organizational design, training facilitation, recruitment, program management, and operational partnerships is highly valued.
Familiarity with local languages relevant to Pakistan, alongside proficiency in FHI’s official languages (French or English), is important for effective communication.
Competence in using office software and collaborative tools, as well as strong stress management skills and the ability to work within a global organizational framework, are required.
