Job Summary
A well-established development organization is seeking a dedicated Finance Officer to oversee daily financial operations at its Quetta office. This role plays a critical part in supporting the capital finance team through donor and financial reporting, preparing and reconciling financial statements, updating financial systems, reviewing partners’ financial submissions, processing payments, managing the cash box, and accurately recording all transactions in the SAGA system. The position is contractual and dependent on the approval and commencement of future related projects.
Key Responsibilities
Accountancy:
Maintain accurate cash and bank books for the Quetta office, ensuring all payments comply with organizational policies and that payment documentation is complete. Follow cash management procedures by preparing cash counts, bank reconciliations, and monthly closure reports. After closure, properly code and file hard copies, verify digital records against physical documents, and promptly report any irregular expenditures to the Finance Manager. Review reconciliations from field offices, investigate discrepancies, and confirm advances are justified and properly matched. Correctly allocate entries to financial lines, project codes, and accounting codes, ensuring descriptions meet SAGA standards. Allocate HR and logistics costs according to the Cost Coverage Plan and follow up on outstanding issues with field bases.
Financial Management:
Update project management tools and Budget Follow-Up Sheets (BFUs) in coordination with relevant stakeholders. Support program teams in forecasting activities and payments, sharing treasury forecasts aligned with cash management policies. Ensure budget forecasts correspond with treasury forecasts to optimize fund utilization. Monitor budget consumption closely, address significant variances, and maintain strict controls over cash and bank management in accordance with country office guidelines. Maintain minimum ending balances at the base level and update the signatory list as necessary. Provide timely financial data to the Consortium Finance Manager for reporting purposes.
Audit, Compliance & Checks:
Assist with audits, including project and mission audits, by maintaining contracts, amendments, tax records, and working files. Ensure all accountancy records are well archived and participate in scanning and filing as requested. Support auditors by providing vouchers and necessary documentation, reporting audit findings to the Finance Manager and Head of Finance. Perform additional tasks related to audits, reviews, and compliance checks as required.
Payroll, Taxation & EOBI:
Review and process payroll for the base office, sharing complete documentation with the capital office for salary transfers. Update payroll reconciliations and tax calculators regularly. Submit withholding taxes weekly and staff income taxes monthly, including final settlements. Ensure timely submission of EOBI contributions and compliance with sales tax and other regulatory requirements. Address any notices from the Federal Board of Revenue with support from tax consultants.
Support to Capital Office:
Act as the primary liaison for the Capital Finance Team, assisting with partner meetings, reviews, and coordination efforts. Aid in financial reporting, track deadlines, and provide timely responses to queries. Facilitate effective communication between implementing partners and the capital office. Participate in coordination meetings with partner organizations and assist with assigned tasks as needed.

Required Qualifications
- Master’s degree in a relevant field with at least 4 years of overall experience, including 2 years in the development sector, or
- Bachelor’s degree in a relevant field with at least 5 years of overall experience, including 3 years in the development sector.
- Strong ability to analyze and summarize complex technical and contextual information.
