Job Summary
The Revenue Mobilisation, Investment and Trade (REMIT) programme is a 39-month initiative (2021–2025) funded by the UK Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). Its primary goal is to support the Government of Pakistan in strengthening macroeconomic stability, promoting sustained economic growth, generating employment, and reducing poverty. The programme focuses on enhancing revenue mobilisation reforms, improving the investment climate, facilitating trade by reducing barriers, and advancing macroeconomic policy management.
As part of this effort, the Intervention Manager will play a pivotal role within the Revenue Mobilisation workstream. Reporting directly to the Revenue Mobilisation Lead, the successful candidate will work closely with the Lead and other team members to ensure the efficient and accountable delivery of key interventions. This full-time position requires availability for 18 days per month and is based in Islamabad.
Key Responsibilities
The Intervention Manager will support ongoing interventions under the Revenue Mobilisation workstream by collaborating closely with the Revenue Mobilisation Lead and short-term technical advisors (STTAs) to ensure timely delivery of high-quality outputs. This includes developing terms of reference for activities and engaging short-term consultants as needed.
Ensuring that all tasks and deliverables are completed on time, within budget, and to a high standard is a core responsibility. The manager will identify and manage risks related to project delivery, escalating issues promptly to the Lead to mitigate potential setbacks.
A critical part of the role involves coordinating and maintaining regular engagement with relevant government stakeholders and other partners involved in the interventions. The Intervention Manager will build and sustain strong working relationships with government counterparts, leading day-to-day operational engagement.
Organizing meetings and facilitating smooth communication among programme stakeholders will be essential. The manager will also support the development of tools and processes aimed at enhancing the quality and effectiveness of interventions.
Capturing results and lessons learned to inform decision-making and reporting is another important duty. The Intervention Manager will facilitate the provision of information, documentation, data, and progress updates required by component leads and the wider REMIT team.
Additionally, the role includes assisting in work-planning and preparing quarterly reports for submission to FCDO. Supporting reporting activities such as creating presentations, developing reporting templates, conducting quality assurance, performing desk research, risk assessments, and performance analytics will also be expected.
Required Qualifications
Candidates must hold a Master’s degree (two years) or a Bachelor’s degree (four years) in Public Administration, Business Administration, Public Policy, Economics, or a related field. A minimum of five years’ experience working with national tax administrations, revenue authorities, or government agencies is essential.
Strong familiarity with the structure, functions, and systems of Pakistan’s Federal Board of Revenue (FBR) and in-depth knowledge of its government operations is required. The candidate should demonstrate proven ability to align multiple teams—including FBR, REMIT, and consultants/STTAs—around shared goals, timelines, and compliance requirements.
The role demands a demonstrated capacity to meet strict deadlines, manage budgets, and ensure the delivery of project outputs. Expertise in project management, stakeholder engagement, and data analytics is critical.
Excellent communication, leadership, and problem-solving skills are necessary, along with strong risk management, decision-making, and problem-solving capabilities. Experience engaging with senior government officials and facilitating progress in line with timelines, responsibilities, and resource needs is highly valued.
Candidates must also be adept at preparing and presenting comprehensive progress reports and updates to senior leadership within FBR. Exceptional record-keeping, report writing, communication, and presentation skills are essential.
