Job Summary

Sindh Community Foundation (SCF), a reputable NGO headquartered in Hyderabad, Sindh, is seeking a dedicated Programme Coordinator to oversee the field implementation of project activities in Thatta, Pakistan. This role is pivotal in managing staff, coordinating with various stakeholders, and ensuring effective communication with the head office. The incumbent will provide both technical and operational support, particularly in designing and monitoring small-scale construction projects aligned with donor requirements. The focus will be on initiatives supported by PPAF, emphasizing climate resilience and social services. This is a fixed-term position offering a monthly salary of PKR 80,000 and requires a minimum of three years of relevant experience.

Key Responsibilities

The Programme Coordinator will lead the execution of project activities in accordance with approved proposals, timelines, and budgets. The role demands ensuring the successful delivery of outcomes related to women’s empowerment, disaster risk reduction, livelihoods enhancement, and resilience building.

Supervising and coordinating field teams is a core responsibility. The coordinator will support the design, planning, and oversight of small infrastructure projects, with a strong emphasis on quality, climate adaptation, and active community participation.

Maintaining consistent communication with the head office program teams is essential for planning, technical assistance, and ensuring compliance with organizational and donor standards.

The role requires active engagement with district officials, local authorities, and community committees to foster collaboration. The coordinator will represent SCF in local forums, networks, and coordination platforms, strengthening partnerships and advocacy efforts.

Monitoring and evaluation activities fall under this position’s scope, including conducting surveys, data collection, field visits, and reviewing staff reports. The coordinator must ensure thorough and accurate documentation of all project activities.

Preparation of progress reports for the head office and donors, including mid-term and final reports, is a critical task. The coordinator will also oversee field-level expenditures, ensuring adherence to approved budgets and donor guidelines. Coordination with finance and logistics teams on procurement, disbursement, and asset management is required.

Supporting the preparation and review of financial reports to maintain compliance with organizational and donor policies is part of the role.

Identifying training needs among staff and organizing technical support and orientation sessions on program objectives, community mobilization, and construction oversight is expected.

The coordinator will maintain comprehensive field records such as beneficiary lists, construction logs, and reports.

Additionally, the role involves overseeing the implementation of complaint and feedback mechanisms within project areas, promoting awareness of SCF’s Code of Conduct and Protection Policy among staff and communities.

Accountability for assigned duties, resource management, staff supervision, and adherence to organizational and donor policies is mandatory. The coordinator will exercise delegated authority as per SCF’s organizational hierarchy.

Required Qualifications

Candidates must hold a Master’s degree in Social Sciences or a related discipline.

A minimum of three years’ experience in project coordination or team leadership is required, preferably with community-based programming and small-scale infrastructure projects.

Strong skills in planning, problem-solving, team management, and reporting are essential.

Familiarity with PPAF guidelines and climate-resilient development approaches is preferred.

Additional Information

This position is based in Thatta, Pakistan, and is offered on a fixed-term contract basis. SCF is committed to upholding a strict Staff Code of Conduct and Programme Participant Protection Policy. All employees are expected to comply fully with these policies, with violations potentially resulting in disciplinary action, including termination.
