Job Summary
Under the overall supervision of the Chief of Mission and direct guidance of the Finance Officer, the successful candidate will manage resource management functions in Pakistan. This role requires close collaboration with Headquarters and Administrative Centres to oversee financial operations, ensure compliance with organizational policies, and provide expert financial advice to project managers and senior leadership. The position demands coordination across teams to maintain accurate financial records, prepare budgets, and support effective decision-making.
Key Responsibilities
The incumbent will provide procedural guidance to managers and staff while supervising, guiding, and training finance support personnel. Responsibilities include preparing budgets, accounting records, financial and statistical reports, and other necessary documentation. Managing financial resources involves monitoring and controlling assets, reserves, funds, supplies, and other resources in line with organizational rules and regulations.
Providing specialized financial and administrative advice to Project Managers, Chiefs of Mission, Heads of Office, and Sub-office Heads is essential. The role includes preparing annual budget submissions and revisions, covering cost estimates for staff, rent, utilities, office equipment, supplies, printing, contracts, services, and operational expenses.
Monitoring compliance with financial policies, procedures, rules, and regulations is critical. The candidate will consolidate financial data into statements and assist in expenditure monitoring to ensure spending remains within authorized limits. Regular and ad hoc financial information must be provided to support informed decision-making.
Additional duties include assisting with bank reconciliations for organizational accounts, managing payroll preparation by validating monthly payroll results, and ensuring disbursements are authorized and supported by proper documentation. The candidate will prepare draft responses or respond to audit queries and follow up on audit recommendations.
Reviewing and monitoring vendor accounts in the accounting system, verifying vendor claims for accuracy and compliance with finance policies, and performing other related duties as required are also part of the role.
Required Qualifications
Candidates must hold a high school diploma with seven years of relevant experience or a Bachelor’s degree in Business Administration, Accounting, Finance, or a related field with five years of professional experience. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, email) is required, and experience with SAP is a distinct advantage.
Strong attention to detail, organizational skills, discretion, client orientation, patience, and a willingness to learn are essential. Prior experience with international humanitarian organizations, NGOs, or government institutions in multicultural settings is advantageous. Fluency in English and Urdu (oral and written) is mandatory, while working knowledge of any local language is desirable.
Preferred Qualifications and Competencies
Candidates with strong skills in accounting, budgeting, and ERP systems will excel in this role. The ability to ensure compliance with financial rules, support audits, and produce accurate financial reports is important. Experience in payroll management and vendor account oversight is preferred. The candidate should be capable of advising teams on financial matters and effectively supervising junior staff.
