Introduction & Background 

Penny Appeal Pakistan is committed to delivering sustainable and impactful humanitarian and development initiatives across the country. In pursuit to strategic alignment with global best practices and donor expectations, Penny Appeal Pakistan seeks to develop a comprehensive Country Strategy (2025-2027), an expertly crafted Capacity Statement, an insightful Country Profile, and a compelling Donor Presentation. These documents will serve as pivotal tools for guiding program implementation, strengthening stakeholder engagement, and securing sustainable funding partnerships.

Penny Appeal Pakistan contributes to Sustainable Development Goals and to the development plans of Government of Pakistan by contributing to WASH, Shelter, Health, Livelihood, Education and Emergencies Responses, Conflicts and Climate induced Emergencies. Through these multifaceted interventions, we have not only transformed countless lives but also empowered communities in various regions, effectively breaking the cycle of poverty and aving the way for brighter futures.

Thematic Areas

a.    Thirst Relief: Environment, WASH and Climate Resilience

Penny Appeal Thirst Relief program addresses the urgent need for clean water, adequate sanitation, and hygiene services, particularly in underserved and climate vulnerable regions. We implement sustainable WASH solutions to reduce waterborne diseases and improve public health outcomes. Recognizing the growing threat of climate change, we integrate climate resilience into WASH interventions, ensuring infrastructure is adaptable to disasters and climate shocks. Our approach prioritizes community ownership, gender-sensitive design, and behaviour change communication to promote lasting impact and empower communities to manage their water resources sustainably.

b.    Feed Our World: Food Security and Livelihood

Penny Appeal Pakistan’s Feed Our World program combats hunger and poverty through enhanced food security and sustainable livelihoods. We support vulnerable households with immediate food assistance and long-term solutions such as small livestock distribution, climate-smart agriculture, kitchen gardening, and vocational skills training. Through our interventions, we help communities break the cycle of poverty and move toward food sovereignty and economic independence.

c.     Infrastructure Development: The Mosque and Education First Project

Infrastructure Development initiatives focus on creating safe, inclusive, and sustainable community spaces that foster spiritual, educational, and social growth. Under The Mosque Project, we build mosques that serve not only as places of worship but also as community hubs promoting unity, faith-based learning, and social cohesion.

Through the Education First Project, we build child-friendly schools in underserved areas to improve access to quality education. Both projects emphasize durable, climate-resilient construction standards,

d.     Seasonal Programmes: Food Pack Distribution and Qurbani Programme

The Seasonal Programmes are designed to bring timely relief and joy to vulnerable communities during key religious occasions. During Ramadan, we distribute nutritious food packs to low-income families, enabling them to observe the holy month with dignity and without food insecurity.

Our Qurbani Programme ensures the sacrifice and equitable distribution of fresh meat to those who rarely have access to protein-rich meals, honouring the spirit of Eid-ul-Adha. These programs are implemented with a focus on transparency, dignity, and cultural sensitivity, reaching the most marginalized households across rural and urban settings.

e.    Emergency Response:

Our Emergency Response program provides life-saving support such as Food, WASH, Shelter, Non-Food Items, Winter Emergency Response, and Medical Aid to affected communities. We prioritize timely needs assessments, community engagement, and inclusive response strategies that address the specific needs of women, children, the elderly, and persons with disabilities. Beyond immediate relief, we also focus on early recovery and rehabilitation to help communities rebuild their lives and strengthen their resilience against future shocks.

Purpose of EOI:

This Expression of Interest (EOI) aims to identify and engage local organizations across Pakistan for potential collaboration in Penny Appeal Pakistan’s core thematic areas. The objective is to establish a roster of pre-qualified partners who can contribute to the effective implementation of ongoing and future programs.

Organizations shortlisted through this competitive process will be included in Penny Appeal Pakistan’s Potential Partner Roster. While inclusion does not guarantee funding or formal engagement, it establishes the foundation for potential collaboration as opportunities emerge.

 Preferred Districts:

1.     Sindh: Sujawal, Badin, Jacobabad, Kashmore, Ghotki, Tharparkar, Umerkot, Dadu

2.     Punjab: Rajanpur, Dera Ghazi Khan, Muzaffargarh, Layyah, Jhelum

3.     Khyber Pakhtunkhwa (KPK): Dera Ismail Khan, Charsadda, Nowshera, Mardan, Chitral, Mansehra, Torghar, Dir, Swat

4.     Balochistan: Quetta, Sohbatpur, Pishin, Nasirabad, Zhob, Qila Saifullah, Qila Abdullah

5.     Gilgit Baltistan: Gilgit, Hunza, Nagar, Ghizer, Gupis-Yasin, Skardu, Astore, Kharmang, Diamir, Shigar, Tangir, Roundu, Darel, Ghanche

6.     Azad Jammu & Kashmir (AJ&K): Bhimber, Mirpur, Kotli, Sudhanoti, Poonch, Haveli, Neelum Valley

Eligibility Criteria:

  • Legally registered non-profit, non-governmental organization in Pakistan 
  • Operational presence in Punjab, Khyber Pakhtunkhwa, Sindh, AJK, & Balochistan 
  • Minimum 3 years of relevant project implementation experience 
  • Audited financial statements for the last two years 
  • NTN and annual tax returns for last three years 
  • Not blacklisted or suspended by any government, donor, or international agency

  • Cover Letter 
  • Brief Organizational Profile 
  • Copy of Registration with relevant Registration Authority 
  • Copy of MoU with the Economic Affairs Division (EAD), or status update on current application (if applicable List of projects implemented particularly in last two years
  • Latest annual report 
  • Latest audited annual financial statements (last two years)
  • Copy of NTN certificate 

Selection Process Overview:

The selection will be carried out in two stages. In the first stage, all submitted applications will be reviewed for compliance with the eligibility criteria. Only organizations meeting the basic requirements will proceed to Stage Two, where a detailed assessment (due diligence process) will be conducted. This evaluation will focus on the organization's technical capacity, relevant experience, and alignment with Penny Appeal Pakistan’s programmatic priorities.

PSEA Clause: 

Penny Appeal has a zero tolerance to Sexual Exploitation and Abuse of beneficiaries. Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility and all staff are required to adhere to the Code of Conduct that enshrines principles of PSEA, always (both during work hours and outside work hours). Familiarization with, and adherence to, the Code of Conduct is an essential requirement of all staff, in addition to related mandatory training. All staff must ensure that they understand and act in accordance with this clause.
