I'm researcher & M&E professional with more than 7 years specific experience on the subject matter. I've produced small scale researches and successfully submitted Research Paper in 8th Annual M&E Conference at Wagenining University, Netherlands. I have strong monitoring, reporting, research, data analysis and management, team building skills. I am passionate, quick learner, compatible in teams. I am currently working with WaterAid as Regional PMER Officer South Asia, and supporting 5 country programmes includes Pakistan, Nepal, India, Bangaldesh and Myanmar to build the capacity of Core Teams around core procedures of M&E and PMIS online system, Progress tracking of Country Programs for effective use of Data around the region, coordinate meetings and progress sharing with Global PMER team. Capture and document best practices and learnings of the region and sharing it with wider PMER Community of practice globally.
• Support 5 Country Programmes (Pakistan, India, Bangladesh, Nepal & Myanmar) on PMER Core procedure and software for planning, monitoring and reporting.
• Work closely with Regional Technical Advisor South Asia for successful roll implementation of PMER system.
• Collaborate and liaison with Global PMER team for regional and National level trainings of the country programme teams to build capacity building for all Programme and Project Managers, PMER staff and selected finance staff.
• Ensure a high-level understanding by senior managers of Core Procedures, Project Center, key outputs (documents and reports) and overall implications for CPs
• Provide technical support and capacity development to staff by responding to direct support requests and developing guidance as required
• Periodically monitor CP performance in implementing the PMER Core Procedures and use of Project Center, working closely with the Regional Programme Manager and Regional Technical Advisor in coordinating the provision of follow-up support where required
• Establish a PMER Community of Practice to promote learning across Country Programmes in the region
• Actively participate in a global-level PMER Community of Practice, to both share regional learning and identify good practice from other regions
• Recommend subsequent updates to PMER core procedures and/or system improvements based on country experience.
• Collaborate closely with the Information System team to address any issues related to connectivity, hardware and infrastructure affecting the effective use of the system
• Liaise with the PMER Project team lead in the UK for any additional support required
• Smooth implementation of MVE (Monitoring, verification of evidences) and MVOC (Monitoring and verification of outcome) strategies in field by supporting implementing partners in order to ensure 100% verification of evidences for triggering the payments.
• Conducting spot and back checks on random basis referring partner reports and verification of secondary evidence through LQA (Lot Quality Assessment) methodology.
• To ensure an effective M&E data collection and reporting system with all partners through mentorship, on the job training, site visits and other technical support as needed.
• Working in close coordination with multiple stakeholders such as CCU (Country Coordination Unit), E-pact (third party verification agency), implementing partners (Muslim Aid, HANDS, AGAHE and NRSP at South Punjab and Sindh.
• Ensure timely submission of secondary evidence to E-Pact for triggering the payments on quarterly basis.
• Support partners in effectively using online tool of Monitoring, data management and reporting.
• Leading mid and end line surveys, six monthly functionality and use surveys, Sustainability assessments and RCT research study by close coordination with consultants.
• Managing Country Programme PM&E Unit by working with M&E team.
• Under the supervision of Manager Programme Quality & Fund Raising strengthening PM&E system of Country Program and ensuring its operationalisation by supporting partners.
• Working as Focal Point of Country Programme for M&E reporting that include data collection of 19 projects (Urban Wash, Rural Wash and Advocacy) compilation and sharing with Senior Management Team (SMT) monthly.
• Grasp global PM&E system and bring necessary improvement in Country programme’s M&E to respond to these needs.
• Working in close coordination with South Asian Regional Team (SART) in designing and leading Post Implementation Monitoring Survey (PIMS). This survey takes place each year to monitor completed project.
• Supporting Partners in using web-based Process Monitoring tools and provide quality of data collection
• Provide feedback to partners and programme teams on project’s performance through generating Dashboards in Ms.Excel.

Proposal Development:
• Develop LFAs & M&E Plans for new Proposals of the organization.
• Contribute in finalization of the proposals
• Develop tools and supporting team for needs assessments, baselines and KAP.
• Support Management in developing budgets.
Managing M&E unit:
• Supervising 10 projects and managing 20 M&E persons for regular field monitoring, submitting timely reports, case studies, work plans, M&E data base and other M&E tasks.
• Supporting Project Managers through ensuring quality reports sending to donors.
• Providing continuous strategic support at various forums
Monitoring tasks
• Provide technical support and oversight to program teams to ensure the proper development and use of planning, implementation and management tools and systems, including (but not limited to) work plans, performance monitoring plans, input/output/outcome/progress tracking, and beneficiary tracking.
• Develop Detailed Implementation Plans (DIP) of the Projects together with Project teams in align with approve project documents.
• Support M&E team in developing M&E plans of projects and ensuring its effective execution at field level.
• Design M&E instruments to collect data on agreed frequencies mentioned in M&E plans in order to measure and analysis the progress in relation to outcomes and outputs.
• On job capacity building of M&E staff and project teams in context of M&E, terminologies, importance and key concepts field level monitoring of activities.
• Provide regular feedback to the M&E team regarding reports, documentation and supporting field teams.
• Kept close coordination with M&E persons of donors facilitate them in field and ensure timely submission of donor reports.

Major Responsibilities:
• Lead a team of professionals 10 M&E staffs at provincial level
• Coordinating Project tasks with respect to monitoring and evaluation of activities, including monthly presentation of IPs progress in review meeting
• Support field monitoring staff in preparing work plans and monitoring specific indicators.
• Ensuring that M&E data are readily available, as appropriate, to the WaterAid management, all concern departments and to other stakeholders, particularly on impact and lessons learnt from Project activities
• Assist in designing baseline, mid-term and final evaluation using a combination of quantitative and qualitative methods.
• Contributing to the maintenance and modification of a database of RuSFAD (Up-Scaling Rural Sanitation in Flood affected Districts of Pakistan) project
• Provide input to the development of knowledge management material such as briefers, human interest stories, case studies, press releases and related material as and when required.
• Review information, collected through the monitoring process, identify areas of improvement and prepare action agreed plans with relevant districts/departments.
• Assist project team and partners to plan, review, reflect, learn and re-appraise their work through monthly review meetings.
• Complete additional assignments related to job functions requested and acknowledged by M&E unit and SMT.
