As a Field Implementation Specialist under the Merged Areas Governance Programme (MAGP), I played a key role in supporting the implementation of the Accelerated Implementation Programme (AIP) (2020–2030) under the Tribal Decade Strategy (TDS) (2020–2030). I collaborated closely with Sector Specialists to ensure effective and timely execution of programme activities, while also managing designated project components and fostering strategic partnerships with technical resources and government departments. Through regular engagement with the Government of Khyber Pakhtunkhwa (KP), including the Agriculture Extension, Local Government, Livestock & Dairy Development, Climate Change, Education, Health and Industries Departments, I ensured project activities aligned with government priorities and contributed to sustainable development outcomes.
A significant part of my role involved supporting the Monitoring Unit in designing and conducting field-level monitoring, evaluation, accountability and learning (MEAL) activities. I applied qualitative and quantitative data collection tools, including surveys, focus group discussions (FGDs), key informant interviews (KIIs), observation checklists and feedback mechanisms to gather comprehensive data on project performance and community feedback. I ensured data was collected, validated, and analyzed systematically, feeding into regular progress reports, situation analyses and performance reviews. I contributed to the design and application of accountability mechanisms, including the establishment of grievance redressal systems and community feedback loops, ensuring beneficiaries' voices were reflected in project adjustments and decision-making processes.
In close coordination with the Research & Development Unit, I facilitated data collection and analysis to inform baseline studies, needs assessments and periodic evaluations. I applied quantitative techniques such as trend analysis and statistical interpretation, alongside qualitative methods such as thematic analysis and narrative synthesis to generate actionable insights for adaptive management. In addition to MEAL functions, I also played a vital role in stakeholder consultations and operational coordination, facilitating regular briefings for senior management and government counterparts to ensure alignment with work plans, timelines and deliverables. I organized and led high-level consultations, sectoral coordination meetings and multi-stakeholder workshops, ensuring that monitoring data, community feedback and evaluation findings directly informed programme adjustments and planning processes. My role also included conflict resolution at the field level, maintaining effective communication with diverse stakeholders, and ensuring smooth implementation despite operational challenges.
I have supported risk management and compliance by monitoring key risk indicators, updating risk registers and ensuring the implementation of mitigation actions. I assisted in risk assessments, internal controls evaluation and compliance reviews, working closely with stakeholders across various offices.
To promote inclusivity, I designed and implemented gender-sensitive activities, ensuring that interventions addressed the specific needs of women, youth and marginalized groups. I applied gender-sensitive data collection tools and ensured that all progress reports and evaluations disaggregated data by sex and age, facilitating gender-responsive programming. All activities under my purview were carefully documented, with lessons learned, best practices and case studies captured for institutional learning and future programming improvements.
Furthermore, I ensured comprehensive, timely, and results-oriented reporting, consolidating monitoring data, learning findings and stakeholder feedback into coherent reports for senior management, donors and government partners. I also planned, organized, and managed events and capacity-building sessions under the MAGP work plan, ensuring their efficient execution and alignment with programme objectives. These efforts collectively contributed to enhanced accountability, evidence-informed decision-making and improved programme performance, ultimately strengthening governance and service delivery in the Merged Areas.

As Project Manager for the Food Assistance for Assets (FFA) Project, I led the development and implementation of strategies for beneficiary identification, mapping, stock positioning, warehousing, community engagement and food distribution. I also managed the Cash-Based Transfer (CBT) component, ensuring infrastructure rehabilitation and development through community participation. I coordinated closely with community elders, local authorities and the WFP FFA team to identify locations and schemes, aligning all activities with WFP standards, donor requirements, allocated budgets, and set timeframes. The project approach also focused on building resilience in rehabilitated livelihood assets to enhance disaster preparedness in target communities.
I provided regular orientations to both internal staff and external stakeholders to ensure alignment with project proposals and donor expectations. My responsibilities included monitoring field activities through regular visits, holding weekly team meetings to review progress, identifying challenges, and ensuring timely corrective actions. I compiled and submitted monthly progress reports, including reviews and performance assessments against agreed indicators and targets, in close coordination with WFP focal persons.
To ensure smooth operations, I worked closely with Finance, Admin, Logistics, and Security units, ensuring timely provision of supplies and resources, while maintaining adherence to safety protocols for both staff and communities. I also provided technical support and guidance to other Secours Islamique France (SIF) staff, contributing to their capacity-building efforts through mentoring and on-the-job training. I regularly reported to the Country Program Coordinator (CPC) and Field Coordinator, providing weekly, bi-monthly and monthly updates on progress, achievements, bottlenecks and lessons learned, helping to continuously refine project strategies.
A key aspect of my role involved coordination with key stakeholders, including the District Government, Provincial Disaster Management Authority (PDMA), District Disaster Management Authority (DDMA), Security Agencies, Food Security Working Group (FSWG), and WFP ensuring seamless information sharing, progress reporting and advocacy throughout the project lifecycle.
During the 2022 Mega Floods Response in Upper Dir, Northwestern Pakistan, I led the emergency Food Distribution Project, funded by WFP, ensuring alignment with donor guidelines, standards and timelines. I maintained 70% field mobility to oversee and monitor distribution processes, interact with communities and address operational challenges. These field visits were also used to mentor and support team members, strengthening their capacity in emergency response and humanitarian standards. I have helped monitor risks, update records and put safety measures in place. I supported risk checks, reviewed internal controls and ensured compliance while working with different teams.
Additionally, I supported monitoring and evaluation efforts, applying qualitative and quantitative data collection tools such as post-distribution monitoring surveys, focus group discussions (FGDs), and on-site observations to assess project performance and community feedback. I contributed to data analysis and reporting, ensuring evidence-based decision-making and continuous learning to improve future interventions.

As Program Advisor with the CAP, I provided technical expertise and strategic guidance for the planning, implementation, coordination and evaluation of development programs. I supported the design and refinement of program strategies, contributed to proposal development and ensured alignment with donor, client and government priorities. I actively led and supported implementation processes, ensuring timely and effective delivery of activities. I facilitated coordination among project teams, government counterparts and development partners, promoting collaboration and information sharing. I maintained strong liaison with stakeholders to ensure smooth operations and responsiveness to emerging needs. I conducted performance assessments, identified gaps and provided actionable recommendations for improvement. I also led capacity-building sessions, supported results-based management and ensured the quality and timely completion of all consultancy deliverables.

During my tenure with FAO in Northwestern Pakistan, I provided strategic leadership and oversight for managing the humanitarian response portfolio in Khyber Pakhtunkhwa and the Newly Merged Tribal Districts. My role covered the entire spectrum of relief, early recovery and development, operating within a complex emergency setting. I led needs assessments and data analyses, ensuring evidence-based decision-making to shape response strategies. This included leading Inter-Cluster Assessment Missions in newly de-notified areas and fostering coordination among international organizations, NGOs and government departments to ensure harmonized approaches and maximize impact. I also assisted the country office in developing concept notes and proposals, aligning project strategies with emerging needs and funding opportunities.
I successfully implemented projects focused on Emergency Response, Early Recovery, Agriculture-Based Livelihood Restoration, Natural Resource Management, Agriculture Infrastructure Rehabilitation, Climate-Smart Agriculture and Resilience Building. These initiatives restored livelihoods and enhanced food security through emergency seed distribution, livestock restocking, provision of agricultural inputs, and climate-resilient farming techniques. I contributed to the rehabilitation of irrigation systems, land restoration, and promotion of sustainable land management practices, ensuring long-term resilience against climate-induced shocks and vulnerabilities.

Complex Emergency Response – North Western Pakistan – During my tenure, I led the field implementation activities for the entire FAO project portfolio under the Food Security and Livelihoods (FSL) sector response in the then Federally Administered Tribal Areas (FATA), bordering Afghanistan. These activities encompassed needs analysis, relief operations, early recovery and rehabilitation, utilizing both in-kind and cash assistance to enhance community resilience. My role involved robust civil-military coordination to ensure access and effective implementation while fostering strong collaboration with line departments, disaster management authorities, district administrations, and local communities. I also facilitated Inter-Cluster Missions to assess FSL sector conditions during the return of affected populations, reporting findings to the FSL Cluster and the Return Working Group, led by the FATA Disaster Management Authority and Secretariat.
I ensured the timely, effective, and coordinated implementation of all project activities in alignment with the agreed work plan. This included overseeing and supervising the progress of Service Providers (SPs) contracted by FAO under Letters of Agreement (LoAs). My efforts ensured that all project activities were cost-effective, efficient, and completed within stipulated timeframes while achieving their stated objectives and goals. I was responsible for identifying and selecting service providers and input suppliers in targeted areas, ensuring the dignified delivery of inputs to beneficiaries. I reviewed and cleared SP reports, facilitated timely payments, and coordinated with the Logistics Section to meet logistical requirements efficiently and cost-effectively. Provided support to the country office in the preparation of concept notes and proposals.
Monitoring organizational interventions both in the office and in the field was a key aspect of my work, ensuring alignment with outcome indicators. I strengthened the monitoring systems of partner organizations and maintained close coordination with provincial departments, the FATA Secretariat, FATA Disaster Management Authority, the military, political administrations, and other key stakeholders. I actively participated in technical and sectoral meetings and working groups, including the Food Security Cluster, Cash Working Group, Inter-Cluster Coordination Mechanism (ICCM), Returns Working Group, Protection Cluster, and forums with international and national NGOs as well as UN agencies.
I successfully managed assigned project activities, establishing effective linkages with technical resources to achieve desired outputs. I actively engaged with the Government of Khyber Pakhtunkhwa (GoKP) to facilitate the timely implementation of project activities, resolve challenges, and build strong relationships with stakeholders. My contributions extended to the development of strategic plans aligned with government priorities, which included facilitating capacity-building workshops and training sessions for stakeholders.
Operational support for sector specialists in developing key deliverables and aligning departmental consultations with government priorities was a core part of my responsibilities. Additionally, I prioritized gender mainstreaming by designing and implementing gender-sensitive initiatives across all project activities. I consistently delivered high-quality reports, adhering to strict timelines, and ensured the timely submission of monthly updates and timesheets, reflecting my commitment to excellence and accountability in the delivery of FAO’s humanitarian objectives.
 

Complex Emergency Response – Northwestern Pakistan & Flood Emergency Response – Northwestern, South and Southwestern Pakistan (Balochistan, KP, and Sindh)
I supported the implementation of flood and conflict emergency response projects across Khyber Pakhtunkhwa (KP), erstwhile FATA, and Sindh Province, with a primary focus on the rehabilitation of livelihoods in flood-affected areas. As part of this work, I developed agriculture-based enterprises and provided essential support to enterprises severely impacted by both flood and conflict. This included offering guidance and resources to help these enterprises recover, rebuild, and strengthen their capacity to function in a post-crisis environment.
In close coordination with provincial departments, the Food Security Clusters, and military authorities, I ensured the smooth and efficient implementation of the projects. My responsibilities included maintaining effective communication with these stakeholders to address any challenges and ensure that all interventions were aligned with the broader response strategies. I worked closely with implementing partners to ensure that all projects met their objectives within established timeframes and budgetary constraints, while maintaining the required quality of reports. Additionally, I developed integrated field implementation plans for national-level projects, overseeing the effective implementation and monitoring of project activities according to agreed work plans.
I played a critical role in coordinating with district line departments to select food-insecure union councils and villages in regions with potential for enhanced agricultural production. This involved collaborating with the Operations Manager, key partners, and stakeholders to identify and select implementing partners, as well as developing beneficiary selection criteria. I was responsible for supervising project staff, coordinating activities, and monitoring the performance of regional offices. I also assisted the Monitoring and Evaluation (M&E) expert in collecting gender-disaggregated data to ensure that project interventions were inclusive and responsive to the needs of all community members.
In the context of the Flood Emergency Response, I supported the rehabilitation and recovery of agriculture-based enterprises affected by the 2010 and 2011 floods. This work involved addressing the economic needs of enterprises by restoring agricultural livelihoods, providing support to livestock, and facilitating the rebuilding of agricultural infrastructure. I contributed to the recovery efforts in Malakand Division and Dera Ismail Khan (KP), Jacobabad and Kand Kot (Sindh), Dera Ghazi Khan (South Punjab), and Nasir Abad and Jaffer Abad (Balochistan), ensuring that both smallholder farmers and agricultural enterprises had the resources they needed to recover and thrive. I also supported communities affected by conflict, helping restore local enterprises that had been disrupted due to ongoing instability. These efforts were integral to enhancing economic development and ensuring the long-term sustainability of agricultural livelihoods in these flood and conflict-affected areas.
Additionally, I designed and facilitated workshops and training sessions to build the capacity of government officials involved in planning and decision-making processes. These initiatives aimed to strengthen institutional capacity and enhance the effectiveness of governance and policy implementation. I also organized and conducted data collection activities, ensuring that decisions were guided by accurate and up-to-date information. Gender mainstreaming was a central focus of my work; I advocated for gender-sensitive programming and developed and implemented gender-sensitive initiatives across all project activities. I ensured that all work plan activities incorporated gender considerations, promoting inclusivity and empowering vulnerable groups.
Throughout my role, I ensured thorough, timely, and substantive reporting on all project activities, providing detailed monthly reports and timesheets as required. I maintained a high standard of reporting, meeting all deadlines and ensuring that deliverables were clear, well-documented, and aligned with project objectives.

I was responsible for complex emergency response to the conflict in Northwestern & Sindh Pakistan, flood emergency-induced relief, and early recovery operations across three provinces in the FSL, Cash Transfer, Shelter and NFIs sectors. I led the field implementation, including directing procurement, logistics, field human resources, administration, field monitoring, and security. I coordinated activities at different sites and technical areas of operations, liaised with local authorities, Political Administration, Provincial Government, Military, and Community Elders. Additionally, I managed humanitarian interventions in Afghan refugee-hosting areas, ensuring effective assistance to displaced populations through livelihood support, food security initiatives, and shelter assistance. I was also responsible for coordination and reporting to donors and clusters and represented the organization at relevant forums, including cluster meetings.

As the focal point for project implementation, I led the development of comprehensive plans, procedures, criteria, and policies to guide activities, with a strong focus on enterprise development and strengthening value chains. I designed strategies and implementation frameworks that promoted inclusive economic growth, ensuring that gender considerations were incorporated into all work plans and activities. Advocating for gender mainstreaming was a central tenet of my role. I developed and implemented gender-sensitive initiatives to ensure equitable participation and benefits for all stakeholders, addressing the unique challenges faced by women entrepreneurs in the region.
I provided technical and operational support to the FATA-LDP project, working closely with administration, logistics, and procurement teams to deliver micro-grants in cash and in-kind to targeted beneficiaries for entrepreneurship development. I monitored field staff at the agency level to ensure the effective and accountable utilization of grants, supervised businesses established under the grant facility, and recovered grants in cases of misuse. My role also included arranging on-site enterprise development training for entrepreneurs with prior business experience and assisting existing entrepreneurs in accessing secure financial resources within and beyond the region.
Promoting collaboration and fostering dialogue among government departments, development partners, and stakeholders was a key aspect of my work. I acted as a liaison to facilitate information sharing and coordination, ensuring alignment with regional priorities and fostering a unified approach to development initiatives. My engagement with Political Administration, government officials, tribal representatives, and local communities ensured the smooth and culturally sensitive implementation of project activities.
To further enhance institutional capacity, I designed and facilitated workshops and training sessions for government officials, focusing on planning, decision-making, and gender-sensitive programming. These efforts strengthened the ability of government counterparts to support sustainable development. Additionally, I organized and conducted data collection to inform evidence-based decision-making, ensuring that all interventions were grounded in reliable and timely information.
Through thorough and timely reporting on project activities, I maintained high standards of accountability and transparency.
