Purpose: As Project Officer i lead and manage the humanitarian integrated water sanitation, food security livelihood and protection project implementation in merged district of Orakzai by ensuring improved an effective delivery of project outputs and outcomes. Develop and maintain the coordination mechanism with concern external stakeholders, Internal departments as well as weekly/monthly/quarterly reports to district/area/country and donor. I am responsible for the operational and compliance assurance for the project components in the project.
Key Accountabilities:
The Project officer is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.
Technical Responsibilities:-
1.      Working in close coordination with Senior Project Officer/District/Program Coordinator, thematic leads and MEAL team to ensure routine project related assessments are executed and monthly quarterly and final reports are submitted timely and implementation and exit strategies are developed.
2.      Lead in the district level project planning and implementation in consultation of SPO/project team to ensure the project implementations fall within the organization’s strategic dimensions.
3.      Regular participate in progress review meetings and other coordination meetings.
4.      Coordinate the development of all project implementation plans and budgets within the framework of the agreed programme and strategy and project management tracker (PMT) and business plan
5.      Assist and advise the SPO/District/Program Coordinator and district /provincial level technical leads in project activities
6.      Maintain ongoing surveillance of the developing humanitarian emergency and recovery situation and adjust activities accordingly at district level
7.      Ensure adequate monitoring and reporting framework in place and quality standards are observed, followed and institutionalized at management, administration and operational levels;
8.      Ensure that different sectoral activities of WASH, FSL and protection are implemented in a coordinated and cohesive manner.
9.      Ensure project activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response
10.  General Management, Leadership and team building at district level.
11.  Establish and maintain constructive working relationships with other NGO’s, UN agencies, provincial and local government, bilateral and multilateral donors, and other principle stakeholders including the law enforcement agencies where present.
12.  Create the conditions to ensure effective teamwork, team building and morale.
13.   Ensure all project staff understand and carry out their duties in accordance with humanitarian principles, core values, organization International Code and SPHERE standards.
14.  Conduct performance appraisals of project staff and ensure regular feedback and mentoring on individual performance;
15.   Ensure the district/area management and are kept informed about assessment progress, response implementation and strategies, project plans, progress reports, and other significant developments.
16.  Conduct regular field visits with 70% time in field, 10% Coordination with stakeholders and 20% for reporting.
Public Relations / Media Responsibilities:-
·         Support the media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to organization.
Safety and Security Responsibilities:-
1.      Liaise with the local/area supply chain officer to ensure compliance with organization Security Guidelines and their effective application in the local context;
2.      Monitor the operational environment with respect to increased level of threat and advise the SPO/District/Program Coordinator and organization Security Officer/Security Focal person.
3.      Follow the appropriate communications means to meet operational and security requirements;
Administration Responsibilities:-
1.      Ensure that administrative support functions are supported in accordance with organization administrative policies and procedures;
2.      Ensure compliance with district/area/country legal, contractual, labour and statutory requirements.
Financial Management and Planning:-
1.      Regularly review and financial planning/forecasting and reporting of the project
2.      Assist SPO in execution of the project financial expenditures, BVA review and reporting
3.       Ensure with the finance department, the maintenance of organization financial protocols.

• Planning of the social organization in consultation with the project staff under the supervision of the Project manager of Food Security.  Identification and selection of the targeted villages in each UC as per set criteria being given by the Team Leader.  Establishment of the Village Committees (VC) in the targeted villages as per Standard Operating Procedures (SOP)  Training of VC members in the Community management skills & mobilize for operation & maintenance of water mgmt committee.  Door to door assessment and identification of the beneficiaries for each component of the project as per SOPs.  Regular field visits and conduct the community meetings frequently.  Under the direct supervision of the Project manager, he/she will perform community mobilization activities at community level in accordance with the culture and norms of the target population.  Conflict resolution if faced during the project implementation among the beneficiaries on the project activities through social conflict resolution process.  Monitor all the project activities being carried out by the VC members and will reflect them in their daily reports which will be submitted to Monitoring Officer and Project Manager Food Security.  Collect data as required by the program as per formats being issued to them from time to time by the management staff.

 Worked with Help Age Int as team member of field office and with counterpart staff in implementation of livelihood & healthcare, project activities. Which include supporting program in community mobilization, beneficiary identification and registration, distribution and reporting, training and meeting arrangements and follow up with participants.  Conduct social mobilization and arrange meeting with Community and establish community support group of elders & beneficiaries.  Mobilization for conduction of MMC (Mobile Medical Camps),  Hiring of health staff,  Identification and allocation venue for mobile medical camps,  Logistic arrangements for mobile medical camps,  Overall arrangement and management of mobile medical camps;  Supervision of consultants, provision of medicine, psychologist’s activities, physiotherapist’s activities, provision of laboratory services,  Record keeping of health component,  Reporting to HO  Share the project detail with communities and beneficiary’s selection criteria to avoid miss- understanding & profiling, meeting and formation of community’s groups.  Identifying people with physical, visual, auditory, mental or any other disability and assist in their registration for distribution of disability specific aids.  Provide support to co-members in distribution of Hygiene Kits, arrangement of meetings, trainings and sensitization session.  Conduct community awareness sessions on livelihood, trainings on Community Based Disaster Risk Management-CBDRM and simulation exercises.  Compile and submit daily and weekly reports of activities performed in the field.

Implementation of Mobilization Activities
Participates in need assessments, Participatory Rural Appraisals, feasibility studies, stakeholder analysis and community consultations;
Liaises with Governmental and non-Governmental Agencies.
Supports the development of agreements and MoUs with community based organizations or other civil society groups.
Elaborate all needs based inputs and all other activities according to the objectives of the programed and the beneficiary involvement strategy of ACTED.
Mobilizes the community in the effective use of the community resources.
Mobilize communities for the prioritizing of recovery activities and strategies.
Facilitates the capacity building and setup of representative community committees (steering committees).
Identifies unskilled and skilled Cash For Work beneficiaries in close cooperation with the steering committee.
Ensure, through daily dialogues and consultations that the strategy of the projects and the commitments of the various stakeholders are adhered to.
Responsible for mainstreaming gender
Maximize beneficiary contribution.
Participate in NFI distributions whenever required.
Supports in the development of IEC materials for all activities implemented.
The Project Manager should develop in-depth knowledge of all their villages of intervention and should have close contacts with community leaders, volunteers, and activists.
Support and supervise daily skilled and unskilled worker’s / project volunteers and give them useful instruction regarding their work improvement, through coordination with the relevant skilled staff;
Providing technical guidance, training and support to individuals targeted by each project in line with the programme strategy and intended output[s];
Liaising with programme staff of other ACTED teams to ensure that information is shared and that lessons learned are developed.
Supervise the unloading of the material on site as well as quality and quantity of the items.
