Palladium Pakistan (Pvt.) Limited is seeking an experienced Senior National Team Lead for Regulatory Reforms to provide technical assistance in the development of the Punjab Health and Population Strategic Plan (2026-31). This consultancy, based in Lahore, supports the Evidence for Health (E4H) programme funded by the Foreign, Commonwealth & Development Office (FCDO). The programme’s goal is to strengthen Pakistan’s healthcare system by delivering technical support to federal and provincial governments, including Punjab, to improve health security, evidence-based decision-making, and universal health coverage. The role involves leading the creation of a unified strategic plan following the recent merger of Punjab’s Primary & Secondary Healthcare Department and Population Welfare Department. This position addresses systemic challenges and aligns provincial health priorities with national frameworks.
Key Responsibilities
- Lead the development of a costed Punjab Health & Population Strategic Plan (PH&PS) 2026-31, including its monitoring framework, using a participatory and evidence-based approach.
- Conduct thorough desk reviews and situational analyses of existing policies, institutional frameworks, and health data to identify gaps and opportunities after the departmental merger.
- Facilitate inclusive stakeholder consultations involving government departments, development partners, civil society, academia, and community representatives, ensuring gender and equity considerations are integrated.
- Formulate strategic priorities, objectives, performance indicators, and costed implementation pathways aligned with Sustainable Development Goals (SDGs), Universal Health Coverage (UHC), and International Health Regulations (IHR).
- Develop an investment case and propose financing scenarios to support sustainable health sector reforms, including legal and regulatory recommendations.
- Coordinate validation workshops, incorporate stakeholder feedback, and finalize the strategic plan along with dissemination materials.
- Collaborate closely with nominated focal points from the Health & Population Department (H&PD) to ensure ownership and alignment with provincial and national health policies.
Required Qualifications
- Master’s degree in Public Health, Health Policy, Law, or a related discipline.
- At least 15 years of experience in health sector policy reforms, with a strong emphasis on regulatory frameworks and governance.
- Proven ability to lead multi-stakeholder consultations and develop actionable, evidence-based policy recommendations.
- Demonstrated expertise in planning and implementing complex health reforms, policy and regulatory analysis, and strategic communication.
- Strong skills in stakeholder engagement, influencing, and high-level strategic thinking.
Preferred Qualifications and Benefits
- Experience working within government health departments or with international development programmes is highly desirable.
- Familiarity with Pakistan’s health system, demographic challenges, and policy environment will be advantageous.
- The consultancy requires a commitment of 60 working days between August 2025 and February 2026.
