The Senior Policy Expert (Scoping Exercise & Quality Assurance) will play a pivotal role in leading the design, implementation, and quality assurance of the Climate Budget Tagging (CBT) scoping exercise across Pakistan’s provincial and regional governments. This position requires close collaboration with diverse stakeholders to conduct institutional mapping and political economy analyses, ensuring that the exercise is both contextually relevant and operationally practical. The expert will be responsible for developing actionable recommendations to guide the phased implementation of CBT, maintaining consistency and quality in all scoping reports, and contributing to the operational planning for the CBT roll-out. Additionally, the role involves providing specialized inputs related to budget tagging of State-Owned Enterprises (SOEs) and subsidies, supporting Pakistan’s commitment to aligning public expenditures with international climate frameworks.
Key Responsibilities
- Lead the design and execution of the CBT scoping methodology, ensuring consistent and high-quality outputs across all provinces and regions.
- Facilitate consultations with provincial and regional government officials and key stakeholders to gather insights and secure their engagement.
- Conduct thorough institutional mapping, capacity assessments, and political economy analyses relevant to climate budget tagging.
- Formulate clear, actionable recommendations on implementation modalities, sequencing, and resource needs for the CBT roll-out.
- Prepare detailed and high-quality scoping reports that include operational plans tailored to the specific contexts of subnational governments.
- Work closely with the REMIT programme team and government counterparts to assess and report on the feasibility and acceptability of proposed approaches.
- Support the integration of findings from the scoping exercise into the broader CBT implementation strategy.
- Provide expert advice on budget tagging processes related to subsidies and SOEs at the federal level.
Required Qualifications
- At least 12 years of experience in public policy, institutional reform, or governance advisory roles.
- Proven expertise in conducting scoping studies, political economy analyses, or institutional assessments.
- Strong knowledge of climate finance, public financial management, or budget tagging systems.
- Demonstrated experience working with subnational governments and managing multi-stakeholder consultations.
- Familiarity with Pakistan’s public sector institutional and governance frameworks.
- Advanced degree in Public Policy, Public Administration, Economics, or a related field.
- Excellent analytical, writing, and communication skills, with the ability to produce clear, concise, and actionable reports.
This position reports directly to the REMIT Team Lead and the REMIT Macroeconomic Governance Component Lead. The assignment is expected to cover 37 days of work. It offers a unique opportunity to contribute to a high-impact programme funded by the UK Foreign, Commonwealth and Development Office (FCDO), aimed at strengthening Pakistan’s public financial management systems and advancing climate-responsive budgeting across multiple levels of government.
