The Project Coordinator will lead the implementation of the WHO Eye Care Situation Analysis Tool (ESAT) in District Haripur and coordinate the rollout of a six-month pilot programme focused on integrating primary eye care into Basic Health Units (BHUs) and Rural Health Centres (RHCs). This role involves both strategic planning and field-level execution, requiring strong organisational skills, stakeholder coordination, and community engagement.

Key Responsibilities

1. WHO ESAT Implementation

  • Plan and coordinate the ESAT process in collaboration with WHO and District Health Office (DHO).
  • Conduct key informant interviews, focus group discussions, and facility assessments.
  • Collect, analyse, and compile data on governance, service delivery, human resources, equipment, information systems, and financing in the eye health sector.
  • Draft and submit a final ESAT report with recommendations for system strengthening.

2. Pilot Study Coordination

  • Support implementation of the 6-month pilot across 38 BHUs and 9 RHCs.
  • Coordinate the training, deployment, and follow-up of health workers trained in primary eye care using the Arclight device and training materials adopted from the WHO Primary Eye Care manual.
  • Ensure the timely distribution and tracking of Arclight devices and training materials.
  • Work closely with the Sight Relief team to monitor patient screening, referrals, and in-house management metrics.
  • Maintain regular communication with health facilities and provide support and supervision.
  • Develop and maintain a project workplan and timeline in coordination with the Sight Relief leadership team.
  • Coordinate all field activities, including site selection, stakeholder consultation, and logistics.
  • Liaise with local health authorities, DHQ staff, and rural health centre staff to ensure alignment and support.

3. Monitoring, Evaluation, and Reporting

  • Collect quantitative and qualitative data on pilot impact.
  • Prepare monthly progress reports, documenting successes, challenges, and lessons learned.
  • Support publication and presentation of project findings in collaboration with academic partners.
  • Design simple M&E tools in collaboration with Sight Relief’s leadership.
  • Collect and analyse field data on patient outcomes and service utilisation.
  • Prepare midline and endline reports with recommendations for potential scale-up.
  • Document success stories, challenges, and lessons learned for future programming.
  • Organize and oversee eye camps to examine and manage patients identified with eye issues during Arclight screenings.

Success Criteria for the Pilot

  • 75% of trained health workers accurately diagnose and refer patients using Arclight.
  • Demonstrable reduction in patient load at DHQ for basic eye conditions.
  • Clear evidence of improved community access to early eye care.
  • High levels of community satisfaction and improved patient outcomes.
  • A robust final report recommending scale-up, supported by quantitative and qualitative data.

Required Qualifications

  • Bachelor’s or Master’s degree in Public Health, Optometry, Health Systems, Social Sciences, or related field.
  • At least 2 years of experience in project coordination, health systems research, or community-based health interventions.
  • Familiarity with WHO tools or health systems strengthening frameworks is an advantage.
  • Strong communication, documentation, and stakeholder engagement skills.
  • Proficiency in MS Office, particularly Excel and PowerPoint.
  • Ability to travel regularly across rural health facilities in District Haripur.

Desirable Skills

  • Experience working with INGOs or donor-funded health programmes.
  • Familiarity with the Arclight device and its training materials.
  • Understanding of eye health, primary health care, or health policy in Pakistan.
  • Fluency in English, Urdu, and preferably Hindko or Pashto.
