JOB PURPOSE
ACTED is implementing the CRHR-BRAVE project in collaboration with consortium partners, to build scalable and inclusive community climate resilience models integrated into government-supported systems. The project covers climate adaptation, risk governance, emergency preparedness, and long-term risk-informed planning in disaster-prone districts of Sindh and Balochistan. Under this project, ACTED will engage a CBDRM & Climate Resilience Expert to lead the design and rollout of all technical CBDRM interventions.
OBJECTIVES
The CBDRM & Climate Resilience Expert will be responsible for the technical leadership, design, planning, and implementation oversight of all activities related to Community-Based Disaster Risk Management (CBDRM) and local-level climate adaptation planning. This includes development of localized CBDRM training manuals, supervision of field-based CBDRM experts, facilitation of disaster planning processes at village and Union Council levels, and staff capacity building.
DUTIES AND RESPONSIBILITIES
Oversee the development of modular, user-friendly training manuals and toolkits for Village Disaster Management Committees (VDMCs) and Union Council Disaster Management Committees (UCDMCs). The manuals will comprehensively cover critical topics, including:

a) Act as key ACTED representative on DRR & Climate Change in Pakistan
b) Ensure external representation of ACTED in DRR, vis-à-vis country and local authorities, other project stakeholders, donors and partners
c) Participate in and report (internally) on DRR & Climate Change technical and sectoral meetings, clusters and working groups involving all relevant stakeholders such as donors, NGOs, UN Agencies, inter-governmental institutions.

In recent years this has included support for communities affected by floods, earthquakes and the complex emergency; Pillar 2 – Income generation and sustainable livelihoods – ACTED has extensive experience in this sector including market-oriented vocational trainings, basic skills development, as well as on and off-farm livelihood assistance; Pillar 3 – Social cohesion and access to basic services – ACTED improves access to basic services through a range of measures including support for educational institutions, community infrastructure and local governance. Social cohesion is a key component to ensuring equitable service provision. ACTED’s interventions include the establishment of local representation bodies as well as supporting the rights of women, minorities and marginalized groups; Pillar 4 – Environmental protection and community resilience – This pillar aims to mitigate some of the effects of recurrent disasters, climate change and environmental degradation.
