In Pakistan, Acted has been active since 1993 and has provided assistance across all provinces to an estimated 6.9 million people. The assistance has included emergency response to meet the immediate and life-saving needs of natural disasters and complex emergency-affected households, as well as recovery and development support in the form of education and livelihoods promotion and assistance.

JOB PURPOSE

The Sub-Engineer, under operational guidance of the Project Manager and Civil Engineer, is responsible for ensuring proper implementation of ACTED’s project in Tehsil Jalalpur Multan Districts. The Sub-Engineer oversees field operations and ensures effective and timely completion of activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries. The Sub-Engineer works with the project staff in day to day WASH construction activities management of all aspects of the project and liaises with relevant internal departments and external partners and project stakeholders.

OBJECTIVE

To ensure the project is implemented in a timely and professional manner, according to objectives, goals and indicators, in line with donor requirements and based on beneficiary needs.

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Project Manager, Project Officer and Civil Engineer, the Sub-Engineer is required to perform the below mentioned responsibilities for the anticipated 3-Brave - IOM funded intervention in Multan - Punjab . Manage and implement technical activities in the field.

  • Have a complete understanding of the project implemented.
  • Plan construction / rehabilitation activities according to project objectives, timeframes, and designs.
  • Supervise and provide guidance and technical support to other field teams.
  • Support and supervise daily skilled and unskilled workers / project volunteers and give them useful instruction regarding their work improvement, through coordination with the relevant skilled staff.
  • Providing technical guidance, training and support to individuals targeted by each project in line with the programme strategy and intended output[s].
  • Ensure on time completion of the tasks in line with BoQ’s and designs.
  • Report to the Civil Engineer daily about progress and challenges faced.
  • Liaising with programme staff of other EMPLOYER teams to ensure that information is shared and that lessons learned are developed.
  • Directly fix and repair damaged installations or facilities.
  • Participate in the elaboration of designs and BoQ’s when required.
  • Support community mobilizers and village steering committees in the identification and verification of skilled laborers.
  • Supervise the unloading of the material on site as well as quality and quantity of the items.
  • Fill, Check & control daily workers attendance sheet on daily basis.
  • Ensure the construction logbook and other documentation requested by the line manager is correctly completed.
  • Control that construction materials and tools are used properly, and complete waybills to accompany any movement of stock/tools between locations in the field / between the base and field.

Requirements:

  • Excellent interpersonal, communication and negotiation skills.
  • Excellent local language proficiency skills. Good English and Urdu language proficiency skills and familiarity with local customs and traditions will be an added advantage.
  • Excellent management, team building, communication & networking skills.
  • Must be flexible and adapt changes quickly with the requirements of the changed situation.
  • S/he must have the ability to work effectively with colleagues from varied cultures and professional backgrounds.
  • Ability to travel for work assignments in targeted union councils.

  •  Positive monitoring and evaluation reports (internal and external)
