General mission

The MEAL Officer will provide overall direction to the management of a robust, sustainable and effective MEAL system ReLAB HS project intervention. Analysis on these changes will be shared extensively to all HI staff, partners and stakeholders to facilitate action. The position holder will support the design of standardized MEAL processes and tools in coordination with consortium partner program team. This will involve creating, developing, and supporting programme teams to use MEAL systems to collect, aggregate and analyze data; and play a key role in ensuring that the reporting needs of key stakeholders are met.

Missions / Responsibilities

• Helps the definition of countries MEAL strategies and monitoring tools for the project, ensuring coherence between consortium MEAL strategy and the HI operational strategies and develop plan. Oversees the project MEAL action

• plans in collaboration with MEAL Manager and PM

• will responsible for defining systems for monitoring, data collection, information management, evaluation and accountability to the affected populations and knowledge management that are adapted to the context of intervention and ensure compliance with HI standards

• Ensures that the systems put in place are consistent with each other and with HI's frameworks, standards, and enable the consolidation of information for use in the programme’s global management.

• Will responsible for monitoring the implementation of tools for measuring effects and impact that facilitate decision-making, learning and accountability;

• will responsible for putting in place mechanisms for ensuring accountability towards affected populations;

• Will Provide technical support to the project teams in establishing quality indicators, monitoring methods and data collection tools;

• Will Contribute to the design and drafting of project proposals;

• Responsible for ensuring regular project evaluations.

• Production of a quarterly fact sheet and success stories from project countries in close collaboration with the MEAL Manager and Project Managers to be shared with the consortium

• Production of timely MEAL reports including narrative, statistics, data analysis and recommendations in accordance with the reporting schedule of the MEAL work plan for country

• contributes to quarterly reports for countries in close collaboration with the Project Managers , MEAL manager and the Chief of Party

• Will responsible, for implementing processes and methods for collecting, analysing, modelling and ownership of the knowledge produced within the project

• Will endure smooth collaboration with consortium research teams for the implementation of studies and evaluations: Johns Hopkins University, University of Melbourne and their associates in countries

• Will Propose an analysis of the information collected and the knowledge produced to strengthen collective learning;

• Will Ensure the continuous improvement of learning frameworks and methodologies;

• Will Ensure access to relevant internal and external information for all staff

• Will Contribute to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI within the scope of ReLAB-

• Will facilitate the ReLAB-HS team in BRP-CR monitoring and evaluations

• Will coordinate with Global MEAL Coordinator for provision of data for ReLAB dashboard

• Ensure that projects are monitored through ongoing data collection, that data are stored, analysed saved (ensure regular backup) in a clear and professional manner. Working closely with field teams that all data is verified and cleaned before analysis and archive.

• Ensure ethical data management.

• Work closely with the Project Managers and the Project Officers to establish a Management Information System for recording and storing both hand and soft copies of project information.

• Ensure that project activity reports are collected, collated and archived according to the M&E Plan. Ensure that all project implementation data is collected and stored in agreed formats:

• Maintain files for each activity and use of KOBO, Survey CTO

• Ensure that all-important information is recorded on assessment and follow-up forms and entered into the Management Information System.

• Ensure that data/records are maintained on all project activities (statistics).

• Ensure that for all trainings pre and post evaluations are done

• Share information with the other HI team members in order to ensure a holistic response to beneficiaries and to cross-refer beneficiaries between different activities of the project.

• Support and develop OVI tools for project data collection.

• In coordination with the Project Manager and Project Officers conduct, monitoring field visits on project areas activities using agreed tools.

• Identify challenges in data collection, deficiencies in tools and review in cooperation with project team using M&E approaches.

• Technically supervise the implementation and the use of all required data collection tools and mechanism and provide training and capacity building for field staff if needed.

• Organize, design and carry out the analysis of datasets related to the project and produce factsheets, dashboards and infographics.

• Provide weekly and monthly internal reports (weekly reports, PM Box etc.).

• Extract data for external reporting and upload online/submit when requested.

• Generate comprehensive data for reporting on key variables (per community, gender, type of vulnerability,).

• Regular updates and reporting to MEAL Manager on data management and analysis, as well as regular updates and reporting on progress (challenges, achievements, etc.).

Skills

• Excellent written Spoken English and Urdu.

• Proficiency in monitoring and report development.

• Experience in collecting and analysis of gender, Age and disability sensitive data.

• Ability to work in a fast-paced, dynamic, work environment.

Language skills:

• Excellent written and spoken English and Urdu languages

Qualifications:

A Master’s degree in Education, Economics, Statistics, or Computer Sciences plus 5 years of work experience

Experience:

Essential:

• Proven experience developing project reports, data analysis and activities Planning and monitoring.

• Knowledge of core project thematic areas and other humanitarian and development sectors

• Strong organizational, coordination, and project management skills

• Demonstrated knowledge and use of HI and USAID monitoring approaches

• Demonstrated knowledge and experience of working in health projects of service delivery or system strengthening, with provincial and national health authorities.

Preferable:

• Experience of INGO representation,

• Experience/knowledge of both humanitarian and development sectors
