Position Overview:

The Director Program will lead the strategic planning, execution, and evaluation of all projects and programs at HDF. This role entails providing direction and oversight to ensure program alignment with HDF’s mission, focusing on community development, WASH, climate resilience, education, and livelihoods. The Director Program will engage stakeholders, manage program teams, and ensure adherence to donor and organizational standards for impactful program delivery.

Key Responsibilities:

  1. Strategic Leadership and Program Development:
    • Lead the development and implementation of HDF’s programmatic strategy, ensuring alignment with organizational goals and the needs of targeted communities.
    • Identify new program opportunities in line with HDF’s mission, particularly in WASH, climate resilience, education, and livelihoods etc.
    • Develop and refine program policies, ensuring they meet standards and best practices
    • Oversee the design of programs from conception to execution, ensuring they are impactful, sustainable, and scalable.
  2. Program Management and Oversight:
    • Oversee the management of all ongoing programs, ensuring they are implemented on time, within budget, and meeting established goals and outcomes.
    • Ensure that monitoring, evaluation, accountability, and learning (MEAL) frameworks are integrated into all programs to assess impact and inform strategic adjustments.
    • Provide direct oversight to program managers and field staff, ensuring smooth operations and quality control across all projects.
    • Ensure compliance with donor requirements and organizational policies.
  3. Financial Management and Resource Mobilization:
    • Work closely with the finance team to develop and monitor program budgets, ensuring cost-effective use of resources.
    • Lead efforts to secure funding through proposal writing, donor engagement, and partnership development.
    • Ensure timely financial reporting and accountability in line with donor expectations.
    • Manage resource allocation across programs to ensure efficiency and effectiveness.
  4. Team Leadership and Capacity Building:
    • Lead and mentor program teams, promoting a culture of learning, innovation, and collaboration.
    • Conduct regular performance reviews and provide professional development opportunities for staff.
    • Build the capacity of field staff to implement, monitor, and evaluate programs effectively.
    • Ensure effective communication and collaboration between the field teams and headquarters.
  5. Stakeholder Engagement and Representation:
    • Serve as the primary point of contact for donors, government agencies, and partner organizations.
    • Represent HDF at national and international forums, conferences, and networks to enhance the organization's visibility.
    • Foster and maintain partnerships with key stakeholders, including government departments, NGOs, and community-based organizations.
    • Advocate for policies and practices that align with HDF’s goals at both local and national levels.
  6. Program Evaluation and Reporting:
    • Oversee the collection and analysis of data to evaluate program outcomes and impact.
    • Ensure that timely and accurate program reports are submitted to donors, stakeholders, and the HDF leadership.
    • Use data-driven insights to refine program design and ensure continuous improvement.
    • Ensure lessons learned from each program are documented and shared across the organization to inform future programming.
