Pak Mission Society is looking for an experienced Monitoring, Evaluation, Accountability, and Learning (MEAL) professional to lead the design and implementation of a comprehensive MEAL strategy and systems. The successful candidate will be responsible for capturing and reporting program impacts by utilizing effective monitoring and evaluation tools. This role involves providing leadership to the M&E team to improve tools, data analysis, and offer consistent support across sectors such as WASH, Health, and Food Security/Livelihoods. Close collaboration with technical staff is required to integrate cross-cutting themes like gender, safeguarding, and beneficiary accountability into M&E plans.

Key Responsibilities
Provide strategic leadership for MEAL and CRM functions within the organization. Design, update, and manage standardized MEAL systems and tools to monitor program performance, evaluate impact, and facilitate learning throughout project lifecycles. Ensure all projects have detailed M&E plans with clear data collection methods aligned with key deliverables and indicators. Build the capacity of program and MEAL teams to implement effective MEAL plans and develop analytical tools as necessary, providing training to relevant staff.

Ensure compliance with and mainstreaming of the Humanitarian Accountability Partnership (HAP) and Humanitarian Charter across all projects. Develop and share dashboards to support executive decision-making, enabling program improvements and corrective measures. Prepare and disseminate regular MEAL reports to sector coordinators, directors, and donors. Oversee needs assessments, baseline, and end-line studies to measure program achievements and changes. Establish quality benchmarks and develop Standard Operating Procedures (SOPs) to ensure consistent monitoring and achievement of standards.

Implement mechanisms to measure program impact through periodic, mid-term, and terminal evaluations. Contribute to program design by applying lessons learned from M&E findings, with a focus on log frame development. Ensure M&E systems comply with donor requirements, including GFFO, Humedica, KnH, UNHCR, and other grant conditions. Regularly compile and analyze data across program sites to support donor reporting and advocacy efforts. Provide input for periodic reports and new program proposals, ensuring data accuracy and timeliness. Conduct regular field visits to mentor and support the MEAL team on-site. Coordinate cross-program M&E activities and represent the organization at technical forums and consortiums.

Required Qualifications
Master’s degree in social sciences, international development, or a related field from a recognized university. A minimum of eight years of programming experience in humanitarian and development contexts, with a strong emphasis on monitoring and evaluation. Proven expertise in developing accountability mechanisms, M&E plans, systems, and tools for large-scale programs. Strong knowledge of both quantitative and qualitative data collection methods, including population-based surveys, qualitative research, program statistics, facility surveys, and community-based needs assessments.

Highly developed analytical and communication skills, with excellent proficiency in both oral and written English and Urdu. Demonstrated experience in staff training and capacity-building. Strong interpersonal skills, sound judgment, planning, team-building, and facilitation abilities. Competence in information technology, including word processing, spreadsheets, and database software. Experience working in both humanitarian and development sectors. Willingness and ability to travel to project field offices across Pakistan. Proven track record of delivering quality results in high-pressure environments.
