Background/IRC Summary:

IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and is currently working across the country.

The Sr. Project Manger will work under the supervision of Country Emergency Lead. The incumbent will be required to lead the emergency response at the KPK province level both in south and north districts. SPM will be responsible for overall management of the response, collaborator engagement, supportive supervision for the partners and ensure smooth and timely assistance delivery to flood affected communities.

Major Responsibilities:

  • Manage a diverse team, setting objectives and fostering a productive and collaborative environment for project delivery.
  • Manage the deliverables with a close eye on program and budgeting.
  • Ensure that activities are delivered in a timely and high-quality way, and effectively address the needs and opportunities presented in the field.
  • Ensure coordination with stakeholders, including Government counterparts (District Administration & PHED etc), implementing partners and members of the community to assess impact and effectiveness.
  • Periodically review the impact of the project and make course changes, in consultation with country and technical management.

Quality Control

  • Ensure adequate checking and oversight of designs, bills of quantity and other technical documents are in place and operating effectively; conduct periodic spot checks.
  • Ensure that adequate guidelines are in place, and followed, to facilitate the effective supervision of all project activities.
  • Ensure that a good collaboration exists with finance and operations departments; identify and, wherever possible, resolve weaknesses.

Capacity Building

  • Ensure that all staff has accurate and comprehensive job descriptions and that performance evaluations are carried out on schedule and in detail.
  • Provide support to Supervisor in preparing guidelines and technical briefs as necessary to improve the technical capacity of the team. Organize training workshops to improve existing practices and introduce new practices or ideas.
  • Identify training needs and ensure that each member of the team receives regular suitable training (subject to their commitment).
  • Organize the recruitment process for new (or replacement) staff.
  • Liaise with other departments to identify common training needs and organize appropriate training.
  • Seek ways to improve links with other departments, seek opportunities for further partnerships with Govt. line departments to improve performance and efficiency.

Monitoring and Reporting

  • Ensure that all project activities are continually monitored with reference to the relevant action plans, with reviews of progress and budget monthly following the submission of monthly field reports.
  • Prepare monthly, six-monthly and project reports as required. Prepare the relevant technical sections of donor reports and other important external reports, ensure regular submission of monthly work plan in accordance with project DIP and operational plan.
  • Review all reports, stories and other relevant documents received from field teams and component managers.
  • Ensure that Project Implementation Meetings (PIM) are conducted regularly at provincial level and PIM dashboard is updated regularly.
  • Monitor and evaluate program progress, impact, and sustainability in collaboration with the MEAL team via periodic field visits. Ensure that capacity building activities are adequate and effective.
  • Ensure that appropriate action plans are in place, wherever possible within 15 Days of the grant being finalized and signed.

Coordination

  • Ensure project participation in WASH sector meetings, and coordination meetings with government at provincial and district level
  • Establish good linkages with WSSP, PHED and LGRDD for ensuring completion of project activities
  • Represent IRC team & projects to visitors and donors.
  • Initiating New Projects – where needed
  • Identify potential new project areas in Flood/Conflict affected areas in Khyber Pakhtunkhwa (geographical or intervention type); plan and oversee/conduct assessments where needed

Head of Office, KP (Operationally), Technically (Climate Change Coordinator/Team Lead)

Position directly supervises:

  • Staff at district office, Buner.
  • Other Internal and/or external contacts:
  • Internal: Operations, Finance and Program staff at the IRC
  • External: Govt Stakeholders, Academia/ Universities, INGOs, or as assigned

Job Requirement

Education

  • Bachelor’s (Hons) / Master’s degree in Social Sciences, Environmental Sciences, or any other relevant field from HEC recognized university.

Work Experience

  • Minimum 07 years of managerial experience in project management.
  • Experience in and contextual familiarity with the culture/working environment of Khyber Pakhtunkhwa province

  • Fluency in Pashto. Other regional languages an advantage

Language Skills:
