Job Purpose:
The GBV Project Officer will be responsible for the planning, implementation, and monitoring of project activities aimed at preventing and responding to gender-based violence (GBV) and harmful practices. The role includes strengthening institutional capacities, supporting community-based protection and referral mechanisms, and promoting gender equality and women’s empowerment through a multi-sectoral and participatory approach in the target districts of Balochistan. The incumbent will also contribute to evidence generation, coordination with key stakeholders, and the development of context-specific strategies to ensure a sustainable and impactful response to GBV.
Key Result Areas
Technical Level:
· Implement and monitor GBV project activities in line with organizational procedures and project goals.
· Coordinate with helpline staff and WDD and stakeholders across sectors to ensure integrated and effective GBV prevention and response in Balochistan.
· Strengthen institutional and community capacities, including support for GBV protection and referral mechanisms at district and provincial levels.
· Promote gender equality and women's empowerment through inclusive, multi-sectoral and participatory strategies.
· Provide technical guidance and advocate for policy reforms to improve GBV services and systems at target districts and provincial levels.
Operational Level:
· Development of work plans for timely implementation for Balochistan.
· Develop monthly and quarterly progress reports
· Record management, field visits, meetings, beneficiary data etc.

Key Accountabilities
Technical Level:
· Implement project activities as outlined in the project documents and organizational guidelines.
· Ensure timely execution and delivery of GBV-related interventions in the target districts.
· Oversee case management for GBV survivors, ensuring the timely and accurate documentation of cases while maintaining confidential and organized records in compliance with best practices and organizational protocols.
· Ensure effective coordination with helpline staff of government departments, NGOs, community leaders and other stakeholders.
· Ensure integration of GBV prevention and response across health, protection, education, and legal sectors.
· Ensure to initiate and organize the capacities building trainings for helpline staff and institutional actors and community-based mechanisms to prevent and respond to GBV.
· Responsible to establishment and improvement of GBV referral and protection systems at district and provincial levels.
· Monitor the implementation of project activities and assess progress toward intended outcomes.
· Maintain accurate records and contribute to donor reports and internal documentation.
· Provide technical support for advocacy initiatives and guidance to local staff.
· Advocate for gender-sensitive policies and improved GBV service delivery at local and provincial levels.
· Promote women’s and girls’ empowerment through inclusive, participatory approaches.
· Ensure project activities are aligned with principles of gender equality, human rights, and cultural sensitivity.
Operational Level:
· Work closely with GBV Project Coordinator, APM and Helpline project staff and support Area level Programme team to ensure mainstreaming of GBV into IR programmes.
· Channel key recommendations and messaging to IR Advocacy initiatives, as necessary, to influence policy and practice for reducing GBV and harmful practices.
· Work with the communities, IR staff and other key stakeholders at field level to build their capacity on GBV and ensure inclusion of people of all ages and disabilities.
Organizational Level:
· Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
· In depth understanding of IR values and their demonstration in the field while working with communities.
· Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
· Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
· Assist in identification & documentation of organizational successes for show casing IR work
· Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
· Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
· Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
· Participation and facilitation in implementation of IR seasonal programmes.
PERSON SPECIFICATION

Qualification:
University degree in Gender Studies, Psychology, Sociology, Development Studies, or related field.
Experience:
Minimum experience of similar role in NGO setup:
· A minimum of 3 years of experience with a Master’s degree or Bachelor’s degree (16 years of education), or 5 years of experience with a Bachelor’s degree (14 years of education), in managing or coordinating GBV, gender equality, or protection-related projects.
· Strong understanding of the socio-cultural and institutional context of GBV and harmful practices.
· Demonstrated experience in capacity-building, community mobilization, and rights-based approaches.
· Familiarity with UN, national and international GBV guidelines and referral systems.
· Excellent coordination, communication, and interpersonal skills.
Computer Skills:
· MS Office, Outlook, ERP systems familiarity.
Language:
· Fluency in English is required.
