Job Summary
The Fleming Fund (FF), an initiative by the UK Department of Health and Social Care, supports low- and middle-income countries in tackling Antimicrobial Resistance (AMR), a critical global health threat expected to cause 10 million deaths annually by 2050. The Fleming Fund Grants focus on enhancing AMR surveillance and management, particularly in developing countries such as Pakistan. Since 2019, Pakistan has received multiple grants, fellowships, and procurement assistance under this program.

In partnership with the Pakistani government, DAI leads the integration of a multisectoral “One Health” approach that addresses human, animal, and environmental health sectors to strengthen AMR containment efforts. The upcoming Phase 2 of the Fleming Fund Country Grant (January 2024 to December 2025) aims to improve data quality, analysis, dissemination, and sustainable investment in AMR control.

Within this context, the Consultant will be responsible for developing a comprehensive, costed multisectoral procurement plan for four sentinel sites covering human health, animal health, aquaculture, and environmental sectors. This role is based in Islamabad, Pakistan, and requires strategic leadership and collaboration across sectors to support sustainable AMR surveillance systems.

Key Responsibilities
- Lead the creation of a detailed narrative procurement plan that clearly outlines sector-specific requirements and procurement specifications for the sentinel sites, ensuring alignment with the AMR National Action Plan (NAP) 2.0.
- Develop a fully costed procurement plan using Excel, specifying all equipment and resources needed to equip sentinel sites across Human Health, Animal Health, Aquaculture, and Environmental Health sectors.
- Include routine operational costs such as consumables and reagents, providing separate detailed breakdowns for reagents, consumables, laboratory equipment, and maintenance expenses.
- Collaborate closely with the Senior Manager OH (Governance and Advocacy) and other key stakeholders to ensure the procurement plan aligns with program objectives and complies with donor requirements.
- Provide technical expertise in procurement planning, cost analysis, and multisectoral coordination to support the development of sustainable AMR surveillance and response systems.

Required Qualifications
- Master’s degree or higher in Procurement, Supply Chain Management, Logistics, Finance, or a related field.
- Minimum of 10 years’ relevant experience in public health procurement planning and health systems strengthening, with a strong preference for experience in laboratory-related procurement.
- Proven experience working with government agencies, donor-funded health programs, and international partners.
- Strong understanding of One Health principles, AMR containment strategies, and global health policy frameworks.
- Demonstrated expertise in procurement analysis, costing methodologies, and strategic planning.
- Proficiency in Microsoft Office applications and project planning tools.
- Excellent verbal and written communication skills in English.
