Job Summary
Doaba Foundation, a reputable non-governmental and not-for-profit organization dedicated to empowering disaster-prone communities, is seeking a qualified consultant or firm to conduct a comprehensive post-impact assessment of its project titled “Anticipatory Actions for Prevention of Harmful Effects of Heatwave on Health in District Layyah.” This project focuses on minimizing health risks and mortality by implementing proactive measures targeting vulnerable populations, including outdoor workers and individuals with pre-existing health conditions. The assessment will evaluate the effectiveness of these anticipatory actions, analyze coordination mechanisms, and examine improvements in community resilience. Additionally, the consultant or firm will be responsible for facilitating a workshop to present findings and share lessons learned with stakeholders, helping to shape future strategies.

Key Responsibilities
The consultant or firm will undertake a detailed post-impact assessment of the heatwave anticipatory actions carried out in District Layyah and related activities in Multan, South Punjab. This includes conducting desk reviews, organizing stakeholder meetings, and performing direct observations using appropriate tools and methodologies. A critical part of the assessment is to evaluate the impact on vulnerable groups, such as persons with disabilities and marginalized communities, ensuring their inclusive participation throughout the process.

The consultant will analyze and document the coordination and facilitation mechanisms involved in the project’s implementation. They will identify challenges encountered, success stories, lessons learned, and best practices to inform and improve future anticipatory actions. An inception draft report must be prepared, outlining the project background, objectives, methodology, data collection approaches, impact assessment criteria, key findings, and analysis.

Furthermore, the consultant will develop a PowerPoint presentation to be used during a stakeholder workshop aimed at sharing findings and gathering feedback. Following this, a final comprehensive report incorporating stakeholder inputs will be delivered in both printed (50 copies) and digital formats. The consultant will also organize and facilitate the workshop or meeting with stakeholders to discuss the findings and recommend future actions.

Required Qualifications
The lead consultant must possess a Master’s degree in Rural Development, Development Studies, Community Development, Sociology, or a related discipline. For firms or companies applying, the nominated lead consultant must meet this educational requirement. Candidates should demonstrate a strong understanding and experience in anticipatory actions related to disaster risk financing, disaster risk management (DRM), climate change, or closely related fields.

A minimum of three years of relevant experience in research, assessments, or consultancy work is essential to ensure the quality and reliability of the assessment.

Proposal Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Financial Proposal: 40%
- Quality of Technical Proposal: 40%
- Timeline and Proof of Experience: 20%

All proposals should include a comprehensive cost plan, inclusive of all applicable taxes.

Assignment Timeline and Submission Procedure
The assignment is scheduled to commence on June 13, 2025. Interested consultants or firms must submit a Request for Quotation (RFQ) that includes a detailed work plan or work breakdown structure, along with technical and financial proposals.

Proposals must comprise a narrative proposal, financial proposal, timeline or work breakdown plan, and annexes such as consultant profiles, evidence of experience, certificates, and registrations. Sealed proposals should be delivered to Doaba Foundation, Kotla Sadat, near DHA Multan, no later than June 20, 2025, by 5:00 PM.

Doaba Foundation reserves the right to accept or reject any proposal without providing reasons.
