Job Summary
WaterAid Pakistan invites applications from qualified consultants to conduct an Endline Household Survey for the project "Envisioning and Catalysing PATS Plus for SDG 6 in Pakistan." This consultancy focuses on evaluating sanitation and hygiene conditions at the household level in Taluka Badin, Badin District, Sindh Province. The project, implemented in partnership with LHDP, aims to enhance government capacity and community engagement to deliver sustainable, inclusive, and climate-resilient water, sanitation, and hygiene (WASH) services. The survey will provide critical data on household sanitation facilities, hygiene behaviors, and the impact of hygiene promotion activities, complementing the overall project evaluation. The assignment duration is from July 15 to September 15, 2025, with fieldwork conducted in target communities and relevant government offices.
Key Responsibilities
- Lead the design, implementation, and analysis of the household survey, ensuring adherence to the agreed methodology and maintaining high data quality standards.
- Prepare a detailed inception report that outlines the survey approach, methodology, and a comprehensive work plan with clear timelines.
- Manage and supervise enumerators during data collection, ensuring ethical standards are upheld, including obtaining informed consent from participants.
- Oversee data cleaning, anonymization, and preparation of datasets, accompanied by thorough documentation.
- Present preliminary findings and recommendations to WaterAid Pakistan’s Senior Management Team and project staff for review and feedback.
- Produce a final evaluation report aligned with WaterAid’s reporting format, incorporating feedback from the draft review process.
- Ensure strict compliance with ethical guidelines, including safeguarding vulnerable groups and maintaining confidentiality of data.
- Coordinate closely with WaterAid’s Manager Partnerships and Program Quality, providing regular progress updates throughout the consultancy.
Required Qualifications
- At least 5 years of experience leading and managing third-party evaluations or research projects, preferably within the WASH sector.
- Proven expertise in designing and conducting household surveys, including proficiency with sampling strategies such as multi-stage cluster sampling.
- Demonstrated ability to produce high-quality evaluation reports for international development organizations and government agencies.
- Strong knowledge of sanitation, hygiene behavior change, and WASH program evaluation methodologies.
- Experience managing field teams, ensuring data quality through effective supervision and training.
- Familiarity with the local context of Sindh Province, including language skills (Sindhi) and cultural understanding.
- Commitment to ethical research practices, including safeguarding vulnerable populations and ensuring informed consent.
Preferred Qualifications and Benefits
- Prior experience working with WaterAid or similar international NGOs is highly desirable.
- Knowledge of climate-resilient and gender-responsive WASH interventions will be considered an advantage.
