Job Summary
The MEAL Manager will be instrumental in leading the design, implementation, and continuous improvement of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across all country programs and projects based in Islamabad, Pakistan. This contractual role focuses on establishing strong mechanisms to track project progress, measure outcomes, and facilitate evidence-based decision-making. The MEAL Manager will oversee MEAL teams, provide technical expertise, ensure alignment with organizational and donor standards, support reporting requirements, and promote a culture of learning and adaptive programming. Key Responsibilities
Lead the development and operationalization of MEAL systems to ensure full compliance with donor requirements and organizational standards. This includes crafting MEAL plans that align with Action Against Hunger (ACF) and donor expectations, integrating MEAL components into program design, and supporting the creation of data collection tools and methodologies.
Oversee data quality assurance processes and ensure timely reporting of MEAL and Information Management (IM) activities. Manage IM systems by providing technical leadership in database design, dashboards, GIS mapping, and data visualization. Validate data analyses, lead progress reporting on activities, and maintain strict adherence to data protection and confidentiality protocols.
Support the establishment and management of the Feedback and Complaints Response Mechanism (FCRM). Facilitate prompt resolution of complaints, safeguard confidentiality, and assist senior management in investigating sensitive cases as necessary.
Drive learning and knowledge capitalization by coordinating mid-term project reviews, learning workshops, and documenting lessons learned, case studies, and best practices. Keep project managers regularly informed of MEAL findings and actionable recommendations.
Effectively manage MEAL team resources, including recruitment, staff performance appraisals, daily supervision, and capacity building initiatives. Collaborate with program managers on logistical and budget planning related to MEAL activities.
Represent ACF at the national level in relevant clusters, working groups, and strategic forums. Engage proactively with national authorities, partners, and stakeholders to advocate for ACF’s technical approaches and standards.
Ensure strict compliance with ACF’s gender equality, child protection, and safeguarding policies. Implement activities with a gender-sensitive and inclusive approach, fostering a discrimination-free workplace that supports diversity.
Required Qualifications
- Master’s degree in Statistics, Economics, or a related field with at least 5 years of professional experience, including a minimum of 3 years in the development sector; OR
- Bachelor’s degree in a relevant discipline with at least 6 years of overall experience, including 4 years within the development sector.
Additional Information
This position offers a monthly salary of PKR 258,905 and is based in Islamabad. The role is contractual and dependent on project approval.
