Key Responsibilities

  1. Ensure compliance with ESHS regulations set by OSHAS, project lenders, and the Government of AJK; implement the Environmental and Social Action Plan (ESAP).
  2. Monitor and support the ESHS performance of the Plant Operator, including quarterly site inspections and follow-up evaluations.
  3. Prepare and manage project permit applications and renewals with relevant AJK authorities.
  4. Engage regularly with stakeholders to communicate project progress and performance.
  5. Coordinate with agencies involved in the Biodiversity Action Plan and Sediment Mining Plan implementation and report to MPL management.
  6. Monitor CSR commitments and livelihood restoration activities under MPL’s Green Switch Program.
  7. Ensure Plant Operator and subcontractors to comply with MIGA, IFC and lender requirements on labor standards and national labor laws.
  8.  Oversee emergency preparedness, implementation of the BAP, and corrective measures in coordination with consultants and relevant agencies.
  9. Lead and support incident and grievance investigations, ensuring follow-up actions and proper documentation.
  10. Review, update, and manage all relevant environmental and social documentation.
  11. Address internal and external complaints and grievances, ensuring all forms and records are completed and maintained.
  12. Maintain strong relationships with local communities, the CLO, and district authorities to resolve community-related concerns.
  13. Development and update of the Environmental and Social Management Plans for the project’s operational phase.
  14. Conduct ESHS and ESMS training and capacity-building activities.
  15. Prepare detailed weekly, monthly, quarterly, and annual reports for MPL management, lenders, and regulatory bodies.
  16. Manage land-related issues, including litigation, acquisition, compensation, and reporting.

Preferred Skills and Experience

  1. Proven expertise in implementing ESHS policies and procedures aligned with best practices.
  2. Effective engagement with local communities and stakeholders.
  3.  Experience handling grievance mechanisms and social matters.
  4. Strong inspection, monitoring, and compliance reporting skills.
  5.  Familiarity with IFC Performance Standards, ADB guidelines, MIGA, and other lender-specific frameworks.

Required Qualifications & Experience

Education: BSc in Environmental Sciences or a related field with certifications such as OSHA / NEBOSH. Preference will be given to candidates with advanced degrees.
