This role involves delivering behavior change interventions aimed at preventing gender-based violence (GBV) and raising awareness among government frontline staff in UC Bijora and UC Garrho, District Thatta. The position is part of the Restoring Social Services and Climate Resilience project, funded by the Pakistan Poverty Alleviation Fund and implemented by the Sindh Community Foundation. The initiative focuses on sensitizing health, education, police, and administrative personnel about GBV prevention, survivor support, and referral mechanisms through structured training sessions. Covering 21 villages and impacting over 50,000 community members, the project emphasizes gender-responsive planning alongside climate resilience.

Key Responsibilities:
- Develop a culturally relevant and locally contextualized training curriculum on GBV behavior change. This includes creating facilitation guides, handouts, presentations, and IEC materials in Sindhi and/or Urdu.
- Conduct six one-day training events (three per Union Council) targeting government stakeholders from education, health, police, social welfare, and UC-level administration. Employ participatory methods such as role plays, case studies, and group activities to ensure active engagement.
- Coordinate with the Sindh Community Foundation and relevant government departments to mobilize participants, arrange venues, and foster institutional ownership through meetings with UC-level officials.
- Implement pre- and post-training assessments to evaluate changes in knowledge and attitudes. Prepare detailed event reports that include attendance sheets, photographs, and session highlights. Submit a final consolidated report summarizing training impact and recommendations.
- Provide post-training technical input by suggesting improvements to local GBV referral pathways and service coordination. Optionally, offer short-term advisory support for integrating GBV protocols into UC-level disaster and emergency plans.

Required Qualifications:
- Proven experience in gender-based violence prevention, disaster risk reduction (DRR), and capacity-building initiatives.
- Ability to design and deliver training modules tailored to local cultural and linguistic contexts, with mandatory proficiency in Sindhi.
- Strong facilitation skills using participatory training techniques suitable for government frontline staff.
- Experience coordinating multi-stakeholder engagements and managing logistics for training events.
- Competence in monitoring and evaluation, including conducting assessments and preparing comprehensive reports.
- Organizational skills to effectively manage budgets, timelines, and deliverables.

Preferred Qualifications and Benefits:
- Prior involvement in community-based projects focusing on gender sensitivity, climate resilience, and social service restoration is highly desirable.
- Demonstrated ability to integrate gender, climate resilience, and community empowerment approaches into training methodologies.
- Capacity to provide advisory support for policy integration at the local government level is an advantage.
- Opportunity to contribute to a high-impact development project benefiting over 50,000 community members in a vulnerable region.
- Collaboration with a reputable foundation and funding agency, enhancing professional experience within the development sector.

Applicants are requested to submit a comprehensive technical proposal including an organizational profile, detailed work plan, methodology, trainer CVs with language proficiency, and references. A financial proposal with a clear budget breakdown covering facilitator fees, materials, travel, accommodation, and logistics must also be included. Selection will be based on relevant experience, quality and contextual relevance of methodology, cost-effectiveness, ability to meet timelines, and gender-sensitive approaches.

Applications must be submitted by 5th July 2025. Only shortlisted candidates will be contacted.
