The Urban and Municipal Services Planning Specialist will lead efforts to formulate and implement policies and strategies for urban and municipal development. The role involves close engagement with the government to address urban planning, municipal management, infrastructure financing, environmental management, and public-private partnerships in service delivery. 

Key Responsibilities

  • Develop and implement strategies for municipal services planning and management, including water supply, sanitation, waste management, and urban transport.
  • Review municipal governance frameworks, assess institutional capacities, and recommend reforms to improve service delivery, resource efficiency, and urban sustainability.
  • Engage in policy dialogue with governments, donor organizations, and other stakeholders to promote participatory, inclusive, and sustainable urban development approaches.
  • Conduct thematic and sector analyses to inform sustainable urban and municipal service delivery models.
  • Lead the identification, design, processing, and administration of municipal infrastructure projects, ensuring they integrate financial, economic, institutional, and environmental considerations.
  • Ensure projects align with global best practices, national policies, and donor requirements while addressing challenges in municipal service delivery.
  • Collaborate with government agencies, development partners, and stakeholders to ensure effective project implementation.
  • Manage project risk and complexity while ensuring high-quality outcomes and compliance with safeguard standards
  • Build and maintain a knowledge network on municipal services planning and innovative practices to improve urban management and service delivery.
  • Lead capacity-building initiatives for municipal staff and agencies to strengthen local governance and long-term service delivery.
  • Prepare and disseminate technical reports, policy briefs, and case studies on municipal infrastructure and urban planning
  • Act as a mission leader, supervising multidisciplinary teams to achieve high-quality project outputs and reports.
  • Provide mentorship and capacity development for team members, ensuring continuous learning and professional growth.
  • Monitor staff performance, provide constructive feedback, and support career development initiatives.

Education Requirements

  • Master’s degree or postgraduate qualification in Urban Planning, Infrastructure/Project Finance, Urban Finance, Civil Engineering, Public Administration, or a related discipline.

Relevant Experience

  • At least 10-15 years of relevant experience in urban and municipal services planning, development finance, or related sectors.
  • Strong expertise in designing and managing municipal projects, including water, sanitation, waste management, and urban transport systems.
  • Experience working with international development organizations (e.g., ADB, World Bank) and managing multisector projects.
  • Knowledge of municipal governance, infrastructure financing, and public-private partnership models in service delivery.
  • Proven ability to work in diverse cultural settings and international development environments.
